Indian Health Service Purchasing Agent in Rosebud, South Dakota

This position is located at the Rosebud Service Unit in Rosebud, South Dakota. The incumbent performs procurement functions using simplified acquisition procedures; establishes Blanket Purchase Agreements, Purchase Orders, Delivery orders and credit card purchases for the Great Plains Area IHS appropriated fund purchases. Responsibilities Responsible for procurement of supplies, services, and construction, utilizing simplified acquisition procedures (SAP). Receives purchase requests, screens needs for appropriateness, completenessm and reasonableness of information and specifications, and for proper approval. Negotiates terms of purchase orders, analyzes pricing proposals, and prepare purchase orders, blanket purchase agreements orders, and delivery orders for signature. Responsible for providing technical assistance and training to the service unts and Area personnel in the Great Plains Area. Reconciles errors with vendors and performs the full gamut of contact administrative functions associated with small purchase acquisition. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-7: One (1) year of specialized experience equivalent to at least the GS-6 grade level. GS-8: One (1) year of specialized experience equivalent to at least the GS-7 grade level. GS-9: One (1) year of specialized experience equivalent to at least the GS-8 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples of Specialized Experience: GS-7: Apply acquisition laws, regulations, agency policies and procedures in purchasing process including post award administration. Communicate with vendors, staff and managers, resolving delay in delivery schedule, difference in price or quantity and equitable price adjustments. Prepare, submit and negotiate terms of purchase orders. Proficient with software programs to create final documents, retrieval of information for amendment or modification and reporting purposes. GS-8: Receive purchase requests, screens for completeness and relevance of information and for proper approval. Perform buying actions related to small purchases. Procure supplies, construction and equipment by appropriate methods. Negotiate terms of purchase orders, analyze pricing proposals and perform cost analysis. Provide technical assistance and training, conduct follow-up reviews and monitor progress of corrective actions. GS-9: Determine purchasing methods and strategies to be applied based on cost, urgency and availability of supplies and use of mandatory schedules. Identify qualified suppliers. Collaborate with bidders, obtain price quotes, evaluate offers, negotiate terms and conditions with vendors. Provide guidance within organization defining concise purchasing requirements. Serve as technical advisor; identify and address problems and issues. Experience in applying procurement regulations, policies, principles, methods and practices applicable to purchases of specialized supplies, services and equipment. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption.
