Internal Title: Trade Compliance Manager

Reports Through: Director of Trade Compliance

Summary :

The Trade Compliance Manager oversees IH&S’s compliance program for facilities controlled under EAR and ITAR. Reporting to the IH&S Director of Trade Compliance, managing export compliance processes, licensing, recordkeeping, coordination with various stakeholders, and maintaining due diligence to mitigate risk across the IH&S business platform. The ideal candidate is self-directed, organized, and detail oriented. This is a remote position.

Major Tasks and Responsibilities:

  • Maintains expertise in and applies a diverse range of U.S. export and import regulations, including International Traffic in Arms (ITAR), Export Administration Regulations (EAR), U.S. Customs, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives. Ensures awareness training across all levels within the company as needed.

  • Assisting Corporate Trade Compliance and Director of Trade Compliance with the development, implementation, training, internal and external audits, and management of all international trade compliance procedures and documentation.

  • Investigates possible export or import violations and conducts post-entry corrections. Ensures proper clearance of imported goods through U.S. Customs and Border Protection and maintains import record documentation according to regulatory requirements.

  • Responsible for ensuring that all export orders are screened and cleared through compliance. Run denied parties screening for all customers and suppliers as needed.

  • Facilitate the product jurisdiction classification process for both commercial and defense-related products. Determine appropriate Jurisdiction, review of Harmonized Tariff, Schedule B codes, ECCN, ITAR, review of Country-of-Origin determination, and maintain justification record. Learns or understands the overall IH&S product portfolio.

  • Develop, review and/or update various policies, procedures, and forms to meet current trade compliance regulations and requirements.

  • Interact with government agencies, verbal, and written.

  • Understand export and import processes for key functional areas for audit process.

  • Responsible for ensuring that export documentation and that all documents are following U.S. regulations and meet the end-destination country’s requirements.

  • Corresponds with domestic and foreign subsidiaries to ensure they understand U.S. laws and are not exporting or re-exporting products or technology to “denied” or restricted parties without the proper licensing or authorizations. Applies for all export licenses required for controlled products.

  • Maintain Red Flags distributors, third party, agent program to ensure renewal of compliance agreements (if applicable).

  • Ensures all blanket licenses are up to date and cover all export demand (if applicable).

  • Responsible for the preparation of all import clearance checklists for the Customs Broker, to include a review of product jurisdiction/classifications, duty rates, applicability of duty-free entry, valuation issues, country of origin, Free Trade Agreement issues of imported commodities, Anti-Dumping, and Assists.

  • Monitor import shipments for accuracy, communicates all errors; research and communicate variances according to compliance guidelines to responsible parties both internally and externally.

  • Oversee activities with U.S. Customs Brokers and freight forwarders, including audit and verification of Import documents, including 7501’s, Commercial Invoices and Manufacturing Affidavits, and expedite clearance of shipments that have been delayed by U.S. Customs.

  • Assist with miscellaneous projects and reporting requests as needed.

  • Act as empowered compliance official for IH&S.

Education and Experience:

  • Associates and/or bachelor’s degree, IIEI International Trade Certification, or 5 years related export and import experience and/or equivalent combination of education and experience.

  • Minimum of 1 - 3 years of export and import compliance experience with progressively more complex responsibilities. Prefer experience in ITAR/EAR/Customs regulations, licensing, government contracting and international trade compliance areas such as FCPA, Anti-boycott, and OFAC.

  • US Customs Broker License Preferred

Specific skills and knowledge:

  • Advanced body of knowledge of Export compliance regulations and license for controlled products.

  • Knowledge of FAR/DFAR/ITAR

  • Knowledge of US Custom’s Entry procedures and requirements

  • Knowledgeable in SNAP-R and DTRADE licensing applications

  • Maintain on-going of all export/import regulations by attending local or national seminars, webinars, or other types of applicable compliance training.

  • Knowledge and use of tariff mitigation programs, e.g., exclusions, duty drawback

  • Proficiency in relevant computer applications, including, but not limited to Microsoft Office and ERP systems

  • Excellent communication skills (written and oral) with all kinds of people at all levels inside and outside the organization

  • Strategic mindset and continuous improvement driven

  • This position requires compliance with the ITAR regulations. Therefore, all employees working in this capacity must meet citizenship status. The employee must be a U.S. Citizen or a U.S. Permanent Resident.

Total Rewards

The compensation range for this position is $65,500.00 - $98,300.00, depending on experience. This position may be eligible for performance based bonus plan.
