Goodwill of the Finger Lakes Safety & Environmental Compliance Manager in Rochester, New York

SUMMARY:

This position reports to the Program Director for Risk Management and has the responsibility of managing Safety and Environmental Compliance for Goodwill of the Finger Lakes and its subsidiaries. The position oversees all safety training, including environmental health and safety, workers compensation insurance program and claims, and all (CARF, OSHA, safety standards/regulations, etc..).

Subscribes to and promotes Goodwill’s mission, vision and values. Functions as a back-up Loss Prevention team member to achieve agency and department goals.

The Safety & Environmental Health Compliance Manager provides technical safety and regulatory support to multiple sites, leadership and all employees, working in conjunction with others to initiate and implement safety and environmental programs. This role involves defining scope, objectives, and coordinating related activities. The candidate will be responsible for ensuring that products and supporting materials meet all federal and state (domestic) requirements, serving as a liaison between regulatory agencies. Additionally, this position involves collecting data and evaluating potential hazards in the workplace to ensure regulations are met or exceeded.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

SAFETY

  • Chairs the Agency Safety Steering Committee.

  • Reduce operational delays, accidents, and other potentially unsafe conditions by developing and implementing an effective safety and environmental training program based on current plant processes.

  • Conduct regular facility, safety, and environmental inspections to proactively identify potential issues.

  • Collaborate with leaders to foster a positive safety and environmental culture. Advise on safety concerns related to environmental issues.

  • Ensure thorough investigations of accidents, incidents, and OSHA complaints, taking appropriate actions to resolve issues while complying with OSHA requirements.

  • Maintain records to prepare accurate and timely reports for leaders, fellow managers, and plant personnel.

  • Manage environmental permits, reporting, compliance, and necessary records.

  • Communicate effectively with all levels of the organization, including field leadership, all employees, people resources, community at-large.

  • Audit site safety equipment as required.

  • Ensure that products meet all state, local, federal, and industrial regulations.

  • Prepare and submit regulatory documents for approval as needed.

  • Evaluate business processes, functions, and requirements to verify compliance with organizational protocols and state regulations.

  • Manages New York State Department of Motor Vehicles LENS and the agencies Vehicle Safety Programs.

SAFETY TRAINING

  • Manages organization-wide training programs for safety, active shooter, etc.

  • Recommends appropriate safety training based on analysis of trends to immediate supervisor.

  • Develops and implements competency-based safety training

  • Ensures employees receive training upon hire and annually

    WORKERS COMPENSATION

  • Partners with broker on best practices in safety and workers compensation programs.

  • Manages reporting process including section 110 claims.

  • Files all appropriate New York State forms (C-2, C-11 and C-240) in a timely manner.

  • Oversee/facilitate worker compensation interviews with Claimant's to gather information relevant to the workers' compensation claim.

    • Gather evidence and information relevant to the claim.

    • Prepare detailed reports based on findings and documentation

  • Completing yearly OSHA 300 logs for each location

  • Collaboration with Risk Management Specialist to achieve organizational goals.

COMPLIANCE

  • Manages Health and Safety compliance for CARF accreditation, including:

  • Conducts annual review of safety policies

  • Conducts annual review of emergency procedures for compliance with OSHA and CARF standards.

  • Coordinates unannounced tests of all emergency procedures annually for each location and each shift.

  • Provides written analysis of all critical incidents to immediate supervisor

  • Coordinates annual internal and external comprehensive health and safety inspections

  • Other duties as assigned.

QUALIFICATION REQUIREMENTS:

EDUCATION AND EXPERIENCE:

Bachelor’s degree in occupational safety, industrial hygiene, engineering, or a related field. Environmental compliance experience is a plus. Additional certification in ARM and CRIS preferred. Additional experience includes, but not limited to:

  • Thorough knowledge of applicable OSHA regulations.

  • Experience with environmental permitting and regulatory compliance.

  • Ability to prioritize multiple projects and meet deadlines.

  • Strong communication, teamwork, analytical, judgment, and site support skills.

  • Emotional Intelligence

  • Ability to work independently, analyze accident/regulatory data, and assess new processes and machinery for potential safety concerns. Conduct job hazard and job safety analyses.

  • Comprehensive understanding of federal, state, and local regulatory laws.

  • Experience with regulatory facility visits.

LANGUAGE SKILLS:

Able to read, analyze and interpret general business periodicals, professional journals, technical procedures and governmental regulations. Able to write reports, business correspondence and procedure manuals. Communicates effectively with stakeholders and provide essential customer service duties.

REASONING ABILITY:

Ability to assess, define and offer solutions to problems, collect and evaluate data, separate facts from opinions and reach reasonable conclusions, make decisions based on current policy, State and Federal regulations and best/past practices.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit for extended periods of time and to work extensively with computers.
