The primary purpose of this position is to serve as a Resource Advisor performing a variety of financial management functions to include the formulation, execution, and analysis of budgets for substantive programs and support activities. Exercises surveillance over organizational projects/programs, budget, fiscal controls and administers funds for assigned organization. Responsibilities Performs financial management/budget formulation work. Reviews organizational historical data and/or matches funding requests or projected costs or selected line items with past records to determine trends in spending and to forecast annual funding needs. Performs budget execution, trend analysis, and financial management work. Monitors commitments, obligations incurred, and the actual expenditures of a budget with different sources and types of funding, such as annual, and/or multi-year appointments, allotments, transfer of funds from other agencies, revenue from funded operations, and refunds. Provides advice, assistance, and guidance on financial management and/or related information. Maintains an effective working relationship with individuals at various levels within the agency facilitating expedient resolution of financial management issues/problems and achievement of financial objectives. Conducts analyses, reviews, and special studies of financial management and/or related information. Reviews and analyses continuing changes in program plans and/or funding throughout the year to identify and recommend or make frequent adjustments to budget estimates and/or conduct partial re-budgeting. Performs quality checks of automated system database information and uses availiable computer software programs to produce required budget reports, plans, schedules to capture significant trends, changes, or impacts to the program. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Job Family Standard for Professional and Administrative Work in the Accounting, Auditing, and Budget Group. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have or will have within 120 days of the closing of this announcement, at least 1 year (52 weeks) at the next lower grade level or equivalent to the NH-01 grade level in other pay systems and/or 1 year (52 weeks) of general experience at the NH-02 broadband, equivalent to the next lower grade GS-5/7/9 or equivalent in other pay systems. Examples of general experience includes financial management efforts in all aspects of program planning, budget analysis, cost estimating, and cost analysis. Prepares cost summary data for justification of funds and defense for retention of funds in support of valid program requirements. Establishes and maintains control over the maintenance of a program repository for all financial documents and develops program financial management records of the overall financial status of the program. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used financial, accounting, and budgetary methods, practices, procedures, regulations, policies, processes, and computer systems related to budget preparation and execution. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs and organizations. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks and skilled in formulating, justifying, and/or executing assigned budgets/programs. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on financial and budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
