Job Description:

Parsons is looking for an amazingly talented Senior Procurement Manager to join our team! In this role you will get to play a critical role in driving consistency and collaboration within the Procurement Function across all Districts within Qiddiya.

Reporting to the Director of Procurement and supporting the Procurement function at XCS (Cross City Services) level to provide guidance and rolling out consistency across the entire Qiddiya development setting and maintaining the standards to uphold city-wide governance. Considerable liaison with QIC corporate functions and offering strategic insight and support to various QIC Management Committees and providing support to enable Project Delivery Teams objectives.

What You'll Be Doing:

  • Support and maintain all Procurement requirements, standards, strategies, plans and procedures, their maintenance, implementation, and period updates across the program.

  • Help cascade and support XDS (Cross District Services) plans and the business cases to help achieve them.

  • Contribute to management of procurement resources and direct procurement activities required to support the planning and execution of procurement across the program.

  • Provide direction and support to procurement-related activities across XCS & XCDS for specific strategic requirements.

  • May be assigned to a role of Procurement leadership on a specific project or program requiring more experienced Procurement leadership, or as a commodity or category lead.

  • Represent Procurement at various forums and committees.

  • Deputize in XCS Management meetings and operational review meetings as the Procurement representative for the XCS.

  • Support the establishment and maintenance of effective training programs to develop existing personnel in support of development, retention, and career progression.

  • Understand and be aware of changing market conditions regarding availability and cost of procurement resources and movement and trends in the pricing of materials, equipment, and services.

  • Strictly uphold Company and XCS policies and procedures.

  • Maintain performance metrics to measure the performance of the function regarding cost savings, on-time performance, and quality of services.

  • Assist in the resolution of procurement related non-compliances, complaints, and disputes.

  • Effectively communicate with all levels of the QIC business, program, and stakeholders on Procurement issues.

  • Review major purchase orders and subcontracts prior to execution and participate in strategic city-wide negotiations.

  • Support and participate in major or strategic initiatives around procurement and or supply chain management.

  • Provides technical consultation to QIC and XDS (Cross Delivery Services) management as required.

  • Ensures compliance with all laws/regulations/corporate policies applicable to procurement and supply chain.

  • Facilitates, supports audits and facilitates associated corrective actions for procurement.

  • Maintains awareness or seeks opportunities to implement systems and technologies relative to the function.

  • Coordinates activity with numerous functions across XCS and QIC corporate, along with XDS.

  • Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • Proven ability to help drive excellence in field of large-scale procurement and supply chain management expertise, focusing on safety, quality and improvement of processes, mentoring, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.

  • Must also demonstrate the ability to effectively execute and manage complex tasks.

  • Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific software.

  • Must be capable of conducting focused briefings to all levels of management. This includes effective problem solving and exercising excellent judgment regarding timing and senior management involvement in significant issues.

  • Ability to network across departments and key stakeholders.
