Amentum Operations Support Program Lead in Richland, Washington

This Operation Support Program Lead position job summary is for the High-Level Waste Facility Design Completion Period, phase 1. The position job summary will be updated in the future to reflect activities related to High-Level Facility phase 2, Construction and Commissioning requirements.

The Operation Support Program Lead will establish and implement processes to establish an overall philosophy for achieving excellence in the operation of the Direct Feed High Level Waste (DFHLW) facility. Development of the operational philosophy requires forward thinking about operation programs and how those programs must be implemented during facility to ensure accept design outcomes. This scope includes ownership and management of the Operations Requirements Document.

In addition, the Operation Support Program Lead supports the internal day-to-day functioning of the operations team with development and management of a working schedule for the group, development of spreadsheets and other tools that improve group productivity, and other initiatives to support the group.

The Operations Program will be based on a comprehensive understanding of the system and equipment design and will include a structured and systematic way of performing work that includes those attitudes, processes and precautions taken in the interest of safe and reliable performance of the facility. A key tenant of phase 1, will be to take the critical learning from DFLAW and implement operations considerations into DFHLW design completion activities.

The Operations Program will be established for DFHLW, in accordance with policies and applicable laws, regulations, authorization bases and technical requirements prior to turn over to the Operating Contractor and will address all necessary elements in support of future phases of the project and contract variation submissions.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Coordinates projects with all participants to ensure that plans are achievable and current. Lead work teams in the accomplishment of tasks in support of specific project goals.

  • Establish the Operations Management Program for DFHLW, in accordance with policies and applicable laws, regulations, authorization bases and technical requirements prior to turn over to the Operating Contractor.

  • Define the Operation Management Program resource and cost provision to address all necessary elements of future phases of the project and contract variation submissions.

  • Ensuring the project facilities are maintained in a safe, reliable, and efficient manner in accordance with policies and applicable laws, regulations, authorization bases, and technical requirements prior to turnover to the Operating Contractor.

  • Ensuring operations department personnel are adequately trained and qualified to perform assigned work.

  • Developing and evaluating proposed changes to the operations program.

  • Defining operations requirements that affect the project design features or concepts and providing input to the design of the WTP facilities.

  • Identify and lead process improvements for the HLW Operations team.

  • Support the day-to-day functioning of the HLW Operations team with tools and processes to enhance productivity.

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work to protect self, others, and the environment.

  • Work productively and effectively when faced with stressful work situations and time pressures. This includes maintaining stamina and effective interactions with others under stressful working conditions and maintaining a calm, controlled, professional manner when facing high pressure and demanding situations.

  • Manages project status reports to ensure proper documentation is maintained and completed.

SUPERVISORY RESPONSIBILITIES

  • May supervise and\or direct the work of others.

REQUIREMENTS/SPECIFICATIONS

Education : Bachelor of Science (or equivalent education) in an appropriate engineering discipline or sciences from a 4-year accredited college or university, or equivalent combination of education and experience, plus a minimum of 8 years leading building operations and maintenance; and/or project management related to facilities operations.

Experience : Minimum of 15 years maintenance, operations, and engineering management experience, including 8 years direct supervision of plant personnel; and at least two years of which shall be at the facility where the appointment is made or at a similar high hazard chemical / nuclear facility, or Naval Nuclear Propulsion Program facilities or platforms. Has a working knowledge of applicable codes and standards. US Department of Energy - Facility Operations or Maintenance Management experience is preferred. Four years of nuclear experience in accordance with DOE Order 426.2. The bachelor’s degree may fulfill three of the four years of nuclear experience on a one-for-one-time basis.

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual

Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

This position is currently located in Richland but may move to the Construction Site (22 miles north of Richland) and works a 9x80 schedule, M-F every other Friday off, 6:30 a.m. to 4 p.m.

Must be able to work in the United States without Sponsorship

Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site .

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $166,824.40 - $275,251.27 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
