Responsibilities This position is in the Family Advocacy Section (FAP), Behavioral Programs Branch, Marine and Family Programs Division (MF), Headquarters Marine Corps. Provides guidance and oversight of the New Parent Support Program (NPSP) for the Marine Corps through the Family Advocacy Section Head. Reviews, develops, coordinates, recommends plans and policies related to the Family Advocacy New Parent Support Program to improve and sustain the capabilities of commanders, Marines and family members and prevent substance misuse, family problems (including family violence), suicide, financial problems and other problems that detract from unit performance and family readiness. Review, develop, coordinate and recommend plans and policies to enhance the NPSP to strengthen families, help them anticipate and understand the physical and emotional demands associated with Marine Corps life, and develop programs to prepare Marines and prospective spouses for married life and/or parenting life in the Marine Corps. Ensure programs addresses all domains of Marine Corps Total Fitness, including the physical, mental, spiritual and social fitness of the individual and family. Recommend resource requirements and priorities for prevention and family support capabilities, including funding provided for the NPSP. Monitors the effectiveness for advocacy, non-medical counseling, prevention and family support capabilities to ensure that Marine Corps policies are being executed appropriately and that commanders¿ needs. Provide technical assistance to Major Command staffs to improve and sustain prevention and family support capabilities. Ensures that prevention and family support capabilities are timely, relevant, flexible, sustainable in execution, coordinated with the Marine Corps and external Departments and agencies. Review the development and coordination of DoD and Secretary of the Navy policies to ensure that they reflect the needs and priorities of the Marine Corps. Recommends official Marine Corps comments on draft DoD/SecNav policies to Branch and Division leadership. Participate with planning, development and support of program analysis of the NPSP for the Marine Corps and provide policy analysis, plan of action, management plans to the FAP Section Head. Review/interpret new and established DoD/DON directives, instructions and regulations for potential policy or operational impact on the Marine Corps prevention and family support programs. Prepare Marine Corps instructions, operating policies, inspection procedures, guidelines and recommendations to assure accomplishments of the goals/objectives in conjunction with MF mission and strategic plan/vision. Monitor program and budget reporting requirements for the Marine Corps NPSP. Analyzes budget reports from Marine and Reserve Affairs (M&RA) and MF Division finance teams to summarize and identify significant program trends and issues to ensure sufficient funding resources are available to achieve program objectives. Forecast and estimate program requirements, prepare reports and justifications with statistical and narrative data for management. Provide input to the programs and budget reports for submission to DoN/DoD. Analyzes survey related to prevention and family support. Conduct program study assignments involving organizations, operations and functions of significant complexity with extensively interrelated programs to include education, training, substance misuse prevention, suicide prevention, family violence prevention and personal financial management throughout the Marine Corps at complex multi-mission installations. Plan and oversee public relations campaign for Marine Corps NPSP efforts to include submitting written articles for publications such as newsletters, making personal contacts, contributing to MF Communications Plan, collaborating with the M&RA and Division Communications and Public Affairs specialists, MF program managers. Monitor project activities and resources to mitigate risks. Maintain quality assurance processes. Make improvements, takes corrective action when problems arise. Participate in phased, milestone and final program reviews. Monitor progress toward organization goals, evaluates and adjustments to improve the program. Identifies, analyzes, specifies, designs and manages functional and infrastructure requirements to include translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches. Establishes methods and tools to conduct risk assessments and mitigation of risk. Review proposed changes to program plans and project proposals to ensure all statutory and regulatory requirements are met and ensure changes do not include provisions contrary to basic law. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies. This is a white-collar position where occasional lifting up to 20 lbs may be required. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications A Master's degree in Social Work or a related field (professional counseling, psychology, marriage and family counseling) from an accredited program. A current, valid, unrestricted clinical state license or certification in the field of practice, at the independent provider level. Two years direct experience in child abuse and/or domestic violence, maternal, community and/or child health. Be able to complete designated training in the New Parent Support Program. Knowledge of related laws, DoD instructions, directives, policies and procedures, military regulations and TRICARE eligibility and applicability pertaining to supporting new parents. Knowledge of military systems, communities and resources available to Service Members and their dependents, and DoD civilians. Comprehensive knowledge of personal and family readiness programs, family advocacy, suicide prevention, substance misuse prevention, personal financial management, and other MF programs. Knowledge of Marine Corps Family Readiness Programs is desirable. Knowledge of and experience and skill in using management information systems, office automation systems and processes, computer applications, principles, and techniques. Knowledge of and experience and skill in developing and overseeing budgets. Skill in oral and written communication to effectively prepare and present recommendations and solutions regarding complex New Parent Support Program issues based on analysis and evaluation to include preparation and presentation of reports, proposals, graphs, etc. Ability to establish and maintain effective relationships with and gain confidence and cooperation of supervisors and managers to accept proposals on complex issues.
