Job Description:

SimIS is seeking an experienced Chemical Biological Radiological Nuclear Defense (CBRN) technical SME to support the CBRN Branch, Ground Combat Element Division – Force Protection, Capabilities Development Directorate (CDD), Headquarters, U.S. Marine Corps Combat Development and Integration (HQMC CD&I). The successful candidate will provide CBRN technical support, to include analysis of requirements, resolution of issues, documentation, and recommendation; review and analysis of CBRN Defense and CBRN Medical military-based concepts; providing input and reviewing science and technology products; and providing knowledge management support.

Period of performance shall be for Base + (2) option periods, and a (6) month option not to exceed (42) months beginning on/about 8/14/2024. The preponderance of work will be at the government site due to the classification level of the work and the access needed to supporting documents. 

Responsibilities:

  • Conduct collaborative assessment and facilitation with proven decision support tools or techniques.

  • Conduct research and analysis to develop position papers which document the implications of new and existing guidance with respect to CBRN Defense programs and inform the Government on implications of compliance with the guidance and policy.

  • Support the execution of these requirements, ensuring an applied understanding of the JCIDS process, Marine Corps CBA, CBRN responsibilities, and related facets of processes executed by adjacent activities / stakeholders.

  • Review Joint and service requirement documents in order to identify capability gaps and requirements and to document the implications on USMC CBRN tactics, techniques, procedures, doctrine, and logistics.

  • Update CBRN Branch documentation and knowledge on the CBRN Branch SharePoint website to ensure collaboration of USMC CBRN equities within the service and Joint CBRN community.

  • The Contractor shall use the Total Force Structure Management System (TFSMS) to document and codify CBRN defense impacts to the force resulting from successful completion of the CPM process.

    Special Skills/Knowledge/Training Required/Desired:

  • Graduate of a Military Service CBRN Defense school and 3 years of CBRN experience, preferably with the Marine Corps.

  • Bachelor’s Degree preferred.

  • Working knowledge of military warfighting and business functions and basic Marine Corps missions, functions and organization.

  • Knowledge and experience in research, analysis, and interpretation of unstructured, semi-structured, and structured information, similar to the information resulting from wargames, studies, experiments.

  • Ability to coordinate and communicate with stakeholders, schedule and manage meetings and events, accurately capture meeting records, and manage information.

  • Broad understanding of analysis and development of documentation required to manage a capability portfolio from beginning to disposition.
