Fiscal Specialist 2 Available Title(s): 151F-YNCSNPS - Fiscal Specialist 2 Business Title: Fiscal Specialist 2 Employee Type: Classified Time Type: Full time Position Term: 12 Month Position Details: The Opportunity: As the Fiscal Specialist 2, you will provide comprehensive fiscal and administrative support for the Office of Tribal Relations and Native American Programs. These offices oversee Tribal government relations, the Center for Native American Research and Collaboration, Native American undergraduate and graduate services, programs and scholarships, and the Tribal Nations Building Leadership program and courses. Under general supervision and in partnership with key stakeholders, you will perform various functions, such as developing, analyzing, and managing budgets for grants, contracts, state funds, and/or program funds. Additional duties include establishing and maintaining comprehensive fiscal recordkeeping systems, analyzing, establishing, and maintaining cost center and/or self-sustaining accounts, maintaining professional fee records, and coordinating diverse budgetary and administrative support functions such as payroll, travel reimbursement, purchasing, and event registration. You will work closely with the Vice Provost of Native American Programs and Relations and the Tribal Liaison to the President on fiscal forecasting and budgeting along with Finance Officers from the Office of the President and Office of the Provost & Executive Vice President, while working independently on managing and processing all budgetary and fiscal responsibilities. The Fiscal Specialist 2 position entails performing a variety of complex and varied fiscal and administrative support functions. Key responsibilities include analyzing and developing budgets for grants, contracts, state funds, and program funds; establishing and maintaining comprehensive fiscal recordkeeping systems; and managing cost centers and self-sustaining accounts. The role involves coordinating diverse fiscal support functions such as payroll, travel reimbursement, purchasing, and fiscal planning. You will develop, modify, and maintain multiple record-keeping and reporting systems for complex funding sources; create procedures for fiscal operations; and develop budgets for grants and contracts. Additional duties include completing new employee verifications and completing recruiting and hiring processes/documentation, determining appropriate fund sources in accordance with WSU BPPMs and state laws, and maintaining personnel and payroll records for the unit. You also prepare, verify, and process documents such as invoice vouchers, payment processing procedures, purchase requests, receipts, reviews payroll for accuracy, processes deposits, and contract management. Lastly, you will support the Vice Provost for Native American Programs and Relations with various administrative functions when needed, forecasting fiscal needs, participating in program planning, consulting with funding agencies, and preparing specialized reports. Primary Duties: • 80% Business Operations & Fiscal Support • 15% Administrative Support ? • 5% All other duties as assigned Required Qualifications: • Two years of experience at a level equivalent to Fiscal Specialist 1 AND 15 quarter hours OR 10 semester hours of college level accounting; OR equivalent education/experience. • Demonstrated fiscal administrative experience relating to budgeting, funding, grants, contracts, purchasing and/or travel. • Excellent written and spoken communication skills, including professional experience in preparing correspondence, reports, and/or presentations. • Strong organizational skills including the demonstrated ability to prioritize responsibilities. • Demonstrated computer skills including proficiency with Microsoft Office Excel, Word, and Outlook.
