The Minnesota Department of Veterans Affairs (MDVA) is seeking an individual to provide leadership in the Preston home's Business Office and assist in building and developing the Business Office team.

This position directs and supervises the employees and activities of the Business Office of the Minnesota Veterans Home so that accounting, budgeting, payroll, procurement of goods and services, and revenue cycle management program functions are completed in an accurate and timely manner. Establish and monitor internal controls and ensure all state and federal regulatory requirements are met relating to the business operations of the home.

Job responsibilities include:

• Supervise Business Office staff by ensuring employees effectively perform their assigned job duties and applying laws, rules, and collective bargaining agreement (CBA)/plan provisions in an equitable manner.

• Prepare and administer the Veterans Home budget, oversee the procurement of goods and services and the revenue cycle management program, and monitor expenditures throughout the fiscal year so that spending conforms to legislative intent and cash flow is maintained to meet the home’s operational needs.

• Supervise and monitor the accounting for revenue and receipts so that funds are available for home operations and receipts are properly recorded and safeguarded.

• Supervise employee payroll processing to ensure employees are paid correctly in accordance with state and agency policies and procedures and CBA/plan provisions.

• Supervise and monitor the accounting for maintenance charges to residents consistent with operating rules. Supervise resident trust accounts to ensure funds are secure and safeguarded.

Minimum Qualifications

Two years of experience in accounting or financial management, which includes experience in at least four of the following areas:

  • Employee payroll processing in a complex payroll/timekeeping system, such as Kronos, Automatic Data Processing (ADP), or Enterprise Scheduling and Timekeeping (EST)

  • Budget and/or spending plan preparation and reporting

  • Accounts payable and receivable in an accounting software system, such as Quick Books, NetSuite, or StateWide Intergrated Financial Tools (SWIFT)

  • Revenue projections/management

  • Purchasing and/or fixed asset management

  • Professional/technical contract coordination

AND

  • Experience as a supervisor, team lead, lead worker, or project lead.

AND

Knowledge, Skills and Abilities:

  • Thorough knowledge of Generally Accepted Accounting Principles (GAAP).

  • Skills in using databases, spreadsheets, and word processing software (preferably Microsoft Access, Excel and Word).

Ability to:

  • Prepare, interpret and explain complex fiscal reports and records.

  • Analyze accounting datacile accounts and evaluate and guide the work of professional and technical accounting/finance staff.

  • Plan and organize work to complete assignments in accordance with established time frames.

  • Establish and maintain effective working relationships with MDVA leadership and staff, residents and their family members, vendors, and other clientele.

Preferred Qualifications

  • Bachelor’s degree or higher in Accounting, Business, Finance, or related area.

  • Experience supervising accounting/finance staff and functions.

  • Experience in government accounting.

  • Knowledge of laws and regulations governing the fiscal operations of State agencies.

  • State of Minnesota experience with contracts, SWIFT, SEMA4 or warehouse reporting.

  • Experience applying provisions of collective bargaining agreements and/or compensation plans.

  • Experience in a skilled nursing facility with knowledge of Centers for Medicare and Medicaid Services (CMS) rules for reimbursement and delivery of services, nursing home business operations or resident trust.

  • Knowledge of federal Veterans Administration per diem for state Veterans’ homes and/or MN Administrative Rule9050 and other relevant statutes pertaining to Veterans’ home finances.

  • A Minnesota Department of Human Services (DHS) background check may be conducted on the top finalist(s) for the position. When conducted, a finalist must pass the DHS background check.
