About the team :

The Supply Chain Operations team is responsible for PGE’s business spend management processes, policies, technologies and compliance, including third-party risk and supplier performance. The responsibilities of the Supply Chain Operations team affect nearly every transaction, department, and organization at PGE, and contribute to the effectiveness and efficiency of our end-to-end source-to-contract, procure-to-pay and third-party risk management practices.

About this position

The Contingent Workforce Program Manager will be responsible for overhauling and managing the contingent workforce program, with a focus on leveraging data to drive insights and improve program performance. This role requires a deep understanding of contingent workforce management, including compliance with employment laws, co-employment risks, and overseeing Managed Service Provider (MSP) agreements. This role is vital in managing third-party risks, overseeing the onboarding and offboarding processes, and ensuring that supplier performance meets our stringent requirements.

The successful candidate will also be responsible for redesigning, implementing, managing and ongoing oversight of the program and associated technologies, operational rigor, risks, data and reporting requirements of PGE’s use of contingent labor (e.g. staff augmentation, independent contract, statement of work etc.)

  • Program Redesign: Lead the comprehensive redesign of the contingent workforce program, ensuring alignment with company goals and industry best practices.

  • Program Oversight: Provide comprehensive oversight of all transactions involving contingent workers, ensuring compliance with PGE standards and local, state, and federal regulations.

  • Risk Management: Ensure that third-party risks are effectively managed, including data security, supplier obligations, safety, legal, and regulatory risks (e.g., NLRB and DOL co-employment).

  • Data-Driven Insights: Utilize data analytics to generate actionable insights, drive continuous improvement, and enhance reporting capabilities.

  • Reporting: Develop and deliver regular reports on program performance, vendor compliance, and other key metrics to senior leadership.

  • Supplier Performance: Monitor and evaluate supplier performance, ensuring that expected service levels are met and that any issues are promptly addressed.

  • MSP /VMS Oversight: Manage and oversee MSP andVMS agreements, ensuring they meet organizational needs and compliance standards.

  • Compliance: Ensure that the program meets all legal, regulatory, and financial obligations, including commitments made to the Board and other company attestations.

  • Stakeholder Collaboration: Work closely with internal stakeholders, including HR, legal, and procurement teams, to align program objectives with company-wide goals.

Responsibilities

  • Program Management

  • Leads development of overall Contingent Workforce Program strategy and related policies, programs, technologies, and standards. Determines/approves programs and initiatives to ensure systems are compliant and to incorporate new applicable requirements.

  • Ensures framework is aligned to corporate objectives. Identifies compliance controls for all relevant operational areas and develops plans to monitor them. Identifies control gaps. Implements process improvements to remediate gaps.

  • Develops and implements overall framework and architecture to track, research and resolve potential instances of noncompliance, including leading investigations. Analyzes or reviews results and documents conclusions and remediation plans. Recommends changes to corporate compliance strategy.

  • Analysis and Implementation Leads research and impact analysis of new requirements. Convenes subject matter experts and senior management, including officers, to address implementation challenges and aligns implementation to strategic corporate objectives. Benchmarks with other companies and establishes best practices for new standards and Program requirements.

  • Consultation and Outreach Serves as a functional expert within the organization. Analyzes published enforcement actions and other technical, legal or regulatory developments and their impact to Program operations. Develops and delivers presentations and other communications. Provides subject matter expertise to operating units, officers and senior leadership and other team members.

  • Audit and Enforcement Management Oversees planning and execution of PGE’s participation in regulatory enforcement actions, such as self- certifications, audits and external investigations. Aligns and prioritizes activities to strategic objectives. Leads all discussions with external regulators. Consults with officer leadership to develop PGE’s overall strategy to respond to regulatory enforcement actions.

Qualifications

Required:

Principal level:

  • Education Requires a bachelor’s degree in finance, business, technical field or other related field or equivalent experience. Master’s degree preferred.

  • Experience Typically 12 or more years in compliance, including at least five years of experience in Contingent WorkforceProgram Manager or equivalent.

  • Certifications, Licenses and Training SIA Certified Contingent Workforce Professional (CCWP) preferred. Experience with Coupa, Workday, and Oracle Cloud HCM preferred.

Senior level:

  • Education Requires a bachelor’s degree in finance, business, technical field or other related field or equivalent experience.

  • Experience Typically 8or more years in compliance, including at least three years of experience in Contingent Workforce Program Manager or equivalent.

  • Certifications, Licenses and Training SIA Certified Contingent Workforce Professional (CCWP) preferred. Experience with Coupa, Workday, and Oracle Cloud HCM preferred.

Preferred:

  • Advanced knowledge of employment laws, regulations, standards and best practices.

  • Advanced knowledge of product/technical implementation practices and methodologies

Compensation Range:

$116,410.00 - $216,190.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
