General Purpose

Purchase materials and services through the review of approved material requirements and specifications, evaluation of proposals, and negotiations with suppliers. Develop and maintain network of suppliers to ensure timely purchases and deliveries.

Responsibilities

Responsibilities of an Associate Buyer include the following:

• Authorize purchases on behalf of the company.

• Purchase warehouse stock and direct buy materials to support plants as assigned.

• Conduct supplier transactions that are predominately releases against previously negotiated Master Outline Agreements.

• Introduction to e-sourcing quick bids and informal request for quotations.

• Ensure all procurements are made in accordance with company policy and procedures.

• Assist with developing procurement objectives that support the overall procurement strategy as well as business, commercial, and technical requirements to support the business.

• Apply and implement sourcing and procurement practices.

• Maintain network of suppliers to ensure timely purchase and delivery of materials and services.

• Negotiate price of materials and services to optimize costs.

In addition to the above, the Mid-Level Buyer responsibilities include:

• Develop, prepare, distribute, issue, and maintain supplier lists, sourcing strategies, terms and conditions, bilateral agreements, Requests for Proposals (RFPs), proposal evaluations, and purchase recommendations for materials and services, including IT.

• Assist with establishment of identified domestic and international sourcing and procurement practices

• Meet key performance metrics such as time to market, time to order, and cost savings.

• Develop process-driven practices and improvements ensuring evaluation of entire process from acquisition to disposal.

• Assist with establishment of identified domestic and international sourcing and procurement practices

Requirements

Requirements of an Associate Buyer include the following:

• Associate’s degree in supply chain management, business, or a related field; or the equivalent combination of education and experience. Institute of Supply Management (ISM) certification considered towards education requirement.

• Basic knowledge of supply chain methodologies, models, and procedures.

• Hands-on on experience in sourcing power plant or industrial components and services.

• Proficient with the use of personal computers including Microsoft Word, Excel, and Outlook.

• Excellent communication and interpersonal skills including the ability to work with all levels of an organization, and the ability to work as a member of a team.

• Ability to individually problem solve, prioritize work assignments, and communicate to stakeholders.

• Well organized with attention to details.

In addition to the above, the Mid-Level Buyer requirements include:

• A minimum of three years’ experience in supply chain management, or two years if with company.

• Ability to lead group problem solving sessions with internal customers and suppliers, prioritize work assignments, and communicate with stakeholders.

• Assessment skills including the ability to review and evaluate proposals.

• Ability to negotiate with suppliers including the ability to develop strategies and tactics, and influence decisions.

• Excellent communication and interpersonal skills including the ability to work with all levels of an organization; ability to work as a member of a team.

• Ability to lead problem resolution sessions with internal customers and suppliers.

• Ability to maintain complex records and files in SAP, and hard copy.

• Basic knowledge of contract law and the Uniform Commercial Code.

Preferences

• Proficient in SAP or other ERP platform

• Knowledge and experience in the electric utility industry.

• Knowledge of company and organizational policies, procedures, and practices as well as equipment, materials and services purchased, and local, state, federal laws and regulations.

• Knowledge of procurement practices and equipment, materials and service purchases, and reliable sources of supply.

• Knowledge of local, state and federal laws and regulations.
