Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Port Hueneme, California

Summary You will serve as an Administrative/Technical Specialist in the Workforce Development Branch, Human Resources Division, Corporate Operations Department of NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION. Responsibilities You will serve as the Program Lead for the Workforce Development office. You will interpret and apply laws, regulations, policies, and procedures to plan, implement, manage, and deliver employee development and training programs. You will establish Workforce Development functions around major Command Human Capital initiatives and requirements. You will serve as a technical expert on employee training, adult learning theory and organizational development. You will conduct effective skills gap analysis and needs assessment to implement appropriate training programs. You will provide advice, assistance, and policy guidance on a full range of workforce development programs to the Command, all management levels, employees, and employee groups. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating workforce development needs and requirements to conduct employee development and training program functions and provide guidance and recommendations on Human Resources subjects, laws, rules, and regulations for an organization. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14. Additional vacancies may be filled by this announcement.
