POSITION SUMMARY

The Planning Manager is a role that provides leadership in the Strategic Planning Division to manage the continued development and implementation of strategies to meet the short-term and long-range goals of the City’s Neighborhood Planning Program. The Planning Manager provides oversight of work being performed by direct staff and stakeholders on the Program, and evaluates progress to improve decision support for upper-level management.

Qualifying Requirements :

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show six (6) years of full-time work experience in City Planning, Urban Planning, or Neighborhood Planning ( Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a Master's Degree from a fully accredited institution in Planning, Urban Design, Engineering, Architecture, Landscape Architecture or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is twelve (12) years. ( See NOTE under the General Application Requirements Section above regarding the cation of education/training).

POSITION DUTIES

  • Administers the City’s Neighborhood Planning Program, developing long-range and short-term initiatives for the Program and coordinates with other relevant programs.

  • Directs the development of all or a portion of specific city plans, and the development and implementation of planning standards and criteria, and develops City policy for the development, growth, land use, equity, sustainability, transportation, natural resources, housing, and utilization of resources.

  • Creates or modifies materials to help residents, non-profits, and other City Departments and Authorities understand and navigate the Program and to promote the Program’s benefits to the City and its residents.

  • Plans, manages and directs major community and special planning projects.

  • Develops or modifies work plans, methods, and procedures around neighborhood planning for the City. Determines work priorities for staff working on neighborhood planning activities.

  • Guides, reviews, and evaluates planning initiatives for complex and multifaceted development projects that are germane to the city or region, give advice and direction, and recommends modifications to plans and projects, and provides alternative solutions.

  • Provides strategic planning advice on long-range and short-term planning initiatives; develops policy and strategic alternatives regarding planning goals and makes recommendations on highly visible or sensitive issues to planning staff, city officials, boards, commissions, the public, and other stakeholders.

  • Performs complex research and analysis on planning, design, and development issues; solicits information from the community to establish priorities, determine problems and develops proposals, and responds to community concerns by providing information and explaining the City’s role in addressing issues.

  • Manages and directs the work of consultant team retained to support planning projects; assists in the selection of project consultants.

  • Plans, facilitates and provides staff support for project progress meetings and interagency project coordination meetings.

  • Assists with determining project budget projections/needs; monitors expenditures and oversees project contractual agreements; recommends budget modifications as requested or required.

  • Coordinates planning activities with private sector partners.

  • Oversees the production of planning project documents (i.e., blueprints, maps, promotional materials, etc).

  • Assists in the development of public engagement opportunities or strategies around neighborhood planning program, development, and implementation activities.

  • Conducts research to gather information necessary to include in grant proposals; writes grant proposals as requested or required in order to secure project funding.

  • May work evenings and weekends as requested or required.

  • Represents the Department of City Planning at meetings, conferences, etc. as requested or required.

  • Performs activities and functions of related lower-level personnel as assigned or required.

  • Performs such other related tasks and duties that are assigned or required.
