Position Mission

The Training and Procedures Manager is responsible for preparation, presentation, and documentation of employee orientations, and for technical and qualification training program development and implementation.  The Training and Procedures Manager is also responsible for the development and implementation of the Procedures Program and the programmatic oversight of the Records Management and Document Control (RMDC) programs.  The Training and Procedures Manager has shut down and stop work authority in any part of the operation for which he/she has responsibility.  If such authority is exercised, the Training and Procedures Manager must concur with restart or shut down operations.

Implementation of the NRC required technical training programs, as specified in the License Application, using the Performance Based Training (PBT) process, which includes the analysis, design, development, implementation, and evaluation of training.

Implementation of the NRC required procedure/policy programs, which includes providing direction and guidance for procedure program development activities.

Implementation of interactive training and procedure programs using advanced technology, which includes development and deployment of digital based video, interactive training and electronic procedures, and the integration of an electronic document management system.

Provides support for special projects and maintaining effective communication with the line organization, Contractors and Subcontractors, and Federal and State Officials (representing the DOE, NRC, DOT, OSHA, EPA, etc.) on matters of training compliance.

Coordination of training records and activities with other site entities

Provides leadership and the necessary emphasis with respect to, knowledge of, and strict adherence to, the requirement of the facility safety and health programs as they apply to operational and training activities in accordance with the License Application requirements.

Assists line management in the conduct of training needs analysis required by system modifications, procedure revisions, or changes to the Items Relied on For Safety described in the ISA summary.

Provides guidance to other managers concerning the development of training programs and procedures to meet license requirements and commitments in their area of responsibility.

Ensures training programs are of optimum quality, cost effective, and in strict compliance with the NRC, Environmental, and Safety and Health program standards to protect the employees and public from radiological, chemical, and physical hazards associated with facility operations.

Provides technical and administrative guidance to all personnel within the organization.

Provides oversight of the Learning Management System.

Subject Matter Expert in the area of Training and Procedures for the NRC License implementation.

Assists line management in the scheduling and coordination of initial and continuing training.

Establishes systems and performance measures to monitor, assess, and implement training program improvements.

Interfaces with all levels of plant management and staff personnel in order to interpret training program requirements contained in regulatory documents and assists in solving training problems.

Development and effective implementation of Continuous Improvement Process (CIP) Initiatives associated with training programs

Recommends training budget and oversees proper usage of approved resources.

Establishes professional standards and expectations for all personnel within the organization and enforces accountability among them.
