About the Position: The Army Contracting Command provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining for multiple Army commands. Responsibilities Responsible for developing and maintaining acquisition and contract operation processes that enable the ACC-NJ to operate and deliver products and services to the Warfighter. Manages the Continuity of Operations Procedures (COOP) program and when activated, Incumbent assumes (24/7) responsibility for monitoring and managing emergency support operations received from the Ops Center. Interprets, analyzes, and correlates large amounts of narrative and statistical information and prepares and presents briefings. Works directly with Executive Director-NJ leadership and HHQs to formulate strategies, defend resources and establish common business practices throughout the DA/AMC community. Serves as lead in ensuring the tracking, collecting, analyzing, synthesizing and assimilating acquisition related information/data to produce reports, studies, information papers, and briefings. Monitors, reviews, and analyzes compliance of programs relating to Army, AMC, and Command metrics. Establishes, monitors and analyzes ACC-NJ metrics to assist in achieving established goals related to acquisition and procurement processes. Oversees procurement to ensure proficiency and optimal accuracy of data collection and timely submission of all data calls. Responsible for preparing, creating, analyzing data and creating metrics for internal and external reporting requirements. Serves as senior analyst/project leader for special projects as assigned by the Senior Leadership (Executive Director, Deputy Director, Chief of Staff, and Chief OEO). Exercises the full range of supervisory and personnel management authorities/responsibilities in directing the work of a subordinate staff. Initiates and manages actions to improve or simplify operations, reduce costs, and institutes changes to obtain operations that are more efficient. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1). Providing oversight and planning for strategic and operational mission requirements to include review and execution of operational imperatives, review and implementation of operation orders to support command mission; 2) Interpreting and correlating statistical information to prepare and present briefings to senior management. 3). Analyzing command metrics to assist in achieving established goals related to the acquisition and procurement process. 4). Overseeing procurement process to ensure proficiency and optimal accuracy of data collection and timely submission of all data. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13). Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
