Description

POSITION PURPOSE

The purpose of this position is to serve as a reentry case manager to participants transitioning from incarceration in a Bureau of Prison Facility to a BOP residential reentry center (RRC) and/or BOP-contracted RRCs and to the community. The service navigator will prepare reentrants to reintegrate back to the community through pre-release planning, training for employment, and other supportive services. The service navigator will coordinate services with BOP staff, First Step Initiative Staff, and community partners. The service navigator will provide advocacy, program referrals, and collaborate with community partners to locate needed services to allow the reentrant to overcome barriers to reentry.

SPECIFIC DUTIES

  • Follow all Goodwill policies and safety procedures. Must possess professional etiquette.

  • Knowledge of current best practices in the delivery of re-entry services.

  • Knowledge of and ability to interpret human behavior, and basic knowledge of effective behavior management techniques.

  • Sound professional judgment, adequate to formulate realistic re-entry lesson plans, and counseling participants regarding work-related issues.

  • The ability to successfully pass a background investigation.

  • Adherence to safety guidelines, policies, and security protocols established by the Bureau of Prison and Goodwill and ensuring program participants do the same.

  • Thorough knowledge of community resources available to those enrolled in the First Step Initiative

  • Ability to administer assessments that will inform reentry planning.

  • Meets face-to-face with each participant to ensure quality service delivery that facilitates obtaining employment.

  • Develops a pre/post-release plan to ensure support services are documented which includes a provision for ensuring proof of identity documents.

  • Secure and verify information regarding the reentrant’s support system, family relationships, work history, and other pertinent personal and social factors prior to release.

  • Assist with barrier remediation including housing and transportation needs, securing identity documents, financial planning, technological literacy, supportive services, and referral needs.

  • Assist with family reunification whenever possible.

  • Engage the reentrant in any treatment that may be necessary.

  • Link the reentrant with appropriate services, monitor progress, and advocate for the reentrant’s needs.

  • Assist in providing supportive services in all phases of reentry such as transportation, childcare, housing, need-related payments, healthcare referrals, assistance with work attire and work-related tools, school supplies, employment, and training-related applications, test and certifications, and legal aid services.

  • Have the ability to recognize mental illness and an individual in crisis and make appropriate referrals.

  • Ability to be trained in Mental Health First Aid, Motivational Interviewing, and Trauma Informed Care.

  • Provide crisis interventions and routine counseling including suicide prevention.

  • Implements activities related to the pre-release plan to ensure successful reentry into the community.

  • Ensure the alignment of job training and skills development to the specific labor market needs of the communities the reentrant will return to ensure high-quality employment.

  • Act as a job coach and advocate while assisting the reentrant in job searching, during the hiring process and the retention period employment.

  • Presents available incentives to prospective employers.

  • Ensure the reentrants participate in the job club until attaining employment.

  • Ensure PA CareerLink Orientation and the evaluation of suitability and eligibility for services are completed.

  • Develop quality relationships with reentrants’ employers allowing for the successful remediation of

  • barriers.

  • Assist the retention specialist in providing follow-up services dependent on the reentrant’s specific

  • needs to ensure successful retention in high-quality employment.

  • Delivers job readiness and job retention instruction in a variety of basic methods to appeal to varying learning styles and abilities. Services include large-group, small-group, and one-on-one instruction.

  • Thorough knowledge and acceptance of the principles of re-entry.

  • Ability to communicate effectively, both verbally and in writing using English. Ability to give public presentations.

  • Ability to evaluate program participant progress throughout program participation to include documentation of daily attendance and activity reports.

  • Ability to relate effectively to others, including co-workers, agency participants, supervisors, and community contacts.

  • Thorough knowledge and acceptance of the principles of customer service.

  • Ability to work a flexible schedule, including evening hours and weekends.

  • Vision and hearing corrected to within normal limits.

  • Ability to perform light duty work including occasional standing for up to 8 hrs.

  • Ability to perform medium-duty work occasionally.

  • Ability to do occasional bending, stooping, stretching, pushing, and pulling.

  • Ability to lift and carry objects weighing up to 25lbs. occasionally (material handling equipment will be used to minimize effort expended when practical).

  • Provides consistent and effective communication.

  • Ensures appropriate referral information is provided.

  • Provides timely follow-up to all inquiries, requests, interventions.

  • Maintains open communication with team members to ensure wrap-around support and awareness of issues with participants. Meets with staff to assist in implementing the work readiness curriculum.

  • Assumes responsibility as an advocate for the participant.

  • Maintains communication with participants that fosters responsibility and positive self-esteem.

  • Maintains all files and file information in a confidential manner, providing information about clients on a need to know status.

  • Ensures compliance with project regulations, requirements, and performance outcomes and provides the required documentation to appropriate staff, agencies, and funding sources for all services and activities provided.

  • Comprehensive review of the statement of work.

  • Documentation of questions, concerns, suggestions.

  • Timely completion of all reporting requirements.

  • Data input into a management information system.

  • Other reports as requested.

  • Willingness to work in all weather conditions. Work duties may include activities that will primarily take place outdoors.

  • Willingness to work in various correction facilities.

  • Responsible for other duties as assigned or identified, for the benefit of Goodwill or Mission Services

  • Some of these other duties may be considered non-essential to the position.

  • Excellent verbal and written communication skills. Must demonstrate the ability to read, write, and communicate clearly in English. Bilingual in Spanish is a plus.

  • Must be able to obtain acceptable results for required background checks, including Act 151 Pennsylvania Child Abuse History Clearance, Pennsylvania Criminal History Check, Department of Human Services- FBI Fingerprints, and the Bureau of Prison background investigation.

  • Available to work flexible schedule to include nights, weekends, and occasional long hours.

  • Self-starter with excellent anticipation skills, follow up, dependability, and sense of urgency about getting results.

  • Ability to engage in prolonged sitting, standing and/or walking.

  • Ability to work well under pressure, adapt to unexpected events, prioritize and multitask in a deadline driven environment.

  • Ability to lift and/or carry objects weighing up to 10 lbs. frequently with occasional periods of lifting and/or carrying objects weighing up to 25 lbs.

    EDUCATION/EXPERIENCE

    Bachelor’s degree in business, education, training, human resources, liberal arts or related area preferred. Experience in providing services to disadvantaged populations with barriers to employment.
