Summary The incumbent will serve as a Program Specialist for the Corporal Michael J. Crescenz VA Medical Center and the VA Pittsburgh Healthcare System. The position resides in the Medicine Service and reports to the Chief of the Sleep Medicine Section. The primary goal of this position is to improve Veteran access to TeleSleep care by supporting the efficient operations of the VISN 04 Sleep Medicine Hub programs. Responsibilities As a Program Specialist, you will act independently to support the VISN 04 TeleSleep Program performing various duties that include, but are not limited to the following: Ensure timely completion of encounters including the resolution of unmatched or "orphaned" encounters. Serve as the liaison for communication about the TeleSleep program from outside VISN 04. Assists the VISN 04 TeleSleep Directors in preparing all VISN 04 presentations and webinars, and prepare for meetings with stakeholders at VACO, VISN and VAMC levels. Identify and communicate any unresolved problems to the national sleep stop code workgroup for evaluation. Serve as the primary patient advocate representative for the VISN TeleSleep Program. Ensure VISN and local Sleep SharePoints and Teams' sites have accurate and most up-to date resources available for all appropriate staff. Analyze TeleSleep data and identify trends/opportunities for improvement. Provide leadership with recommend action plans or adjustments necessary to achieve required objectives. Assure that all program activities are carried out in accordance with regulations and reports any concerns to the TeleSleep Directors. Create Telehealth Service Agreements to support program implementation which includes assisting in the complete documentation and updating for Telehealth Service Agreements (TSAs), Terms of Service (TOS), and support documentation. Coordinate administrative operation functions with the TeleSleep Clinical Directors. The incumbent supports the TeleSleep Clinical Directors for the development and support of the CVT, Store&Forward (SFT), and VVC programs. Track quality metrics and develops PI plans to address deficiencies. Responsible for expenditure of year end excess funds to purchase equipment. Works directly with logistics and contracting to acquire necessary equipment. The incumbent participates on committees serving as an SME providing direct guidance regarding TeleSleep technologies and virtual scheduling platforms. Inspection preparation for governing bodies, accreditation, and oversight entities. The incumbent plans, organizes, and carries through to completion analytical studies involving the substance of key TeleSleep program initiatives. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must have expert-level knowledge of Connected Care principles, policies, guidelines, clinical pathways, coding, and related data, since the major role of the position is functioning as key member of the VISN TeleSleep Program. Proven ability to navigate electronic resources and tools effectively such as the Telehealth Management Platform (TMP) to perform resource management, create/modify Telehealth Service Agreements (TSA), scheduling of telehealth appointments, etc. Proven ability to draft electronic documents and researching necessary components for developing multi-faceted programs (i.e., solicitation of equipment and training needs for parties involved, drafting Standard Operating Procedures and any other resources necessary to support program planning.) Mastery of advanced knowledge and professional experience in the principles and techniques of telehealth technologies which includes an in depth knowledge of CVT to Home/Mobile Solution programs through completion of training and experience, to assist TeleSleep Clinical Directors with program promotion, training sessions, support to new users, etc. Demonstration of skills and abilities to perform equipment inventory and equipment refresh/turn in processes. Proven organizational skills, writing abilities, and program understanding to create user guides, tip sheets, and other resources to compliment Connected Care programs and/or new equipment. Demonstration of skills and abilities to effectively monitor reports in VSSC and the VISN 4 Reports Center and perform necessary measures to resolve issues daily and report as necessary. Must be knowledgeable of appropriate VA policies, operating procedures, information flow, data structure and sources, prevailing clinical practices sufficient to evaluate and recommend adoption of new or enhanced approaches to delivering TeleSleep services. In-depth knowledge of operating systems used by patients in the Video-to-home technologies. Knowledge of legal, ethical, and clinical issues associated with video-based technology standard of care practices. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph. D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education heading to such a degree.
