A Brief Overview The Community Impact Evaluation and Data Lead will join the Office of Community Impact (OCI) team and will be responsible for empowering users with data across the office and programs, providing a unique blend of public health, community, clinical, technical, and analytical expertise. The Community Impact Evaluation and Data Lead will lead data analysis and monitoring, evaluation and learning efforts across OCI. The position leads the OCI data collection, analysis and learning agenda, engages in departmental strategic planning and evidence-based evaluation, and contributes to technical forums related to OCI data and evaluation, both internal and external to CHOP. This role will ensure consistent guidance for OCI-related activities and provide targeted technical assistance to select projects within the OCI. This role reports to the Director of Healthier Together in the Office of Community Impact.

The Community Impact Evaluation and Data Lead will lead high-profile strategic projects and will be a reliable expert in translating community, and healthcare requirements into meaningful analysis. When necessary, the Community Impact Evaluation and Data Lead will appropriately apply data science techniques and other advanced analytics to solve problems and provide insights that improve OCI performance. The individual will need to build relationships with key stakeholders, be an expert in public health data sources, and implement sustainable solutions. The individual should have a strong public health background and bring project management experience and share best practices with the team. The Community Impact Evaluation and Data Lead should be an expert in data analysis and visualization techniques, data storytelling and making data-driven recommendations to OCI leaders.

What you will do 1. Individual Contributor

  • Guide OCI teams and programs on large scope projects: gathering requirements, developing metrics, retrieving data and ensuring validity of results

  • Utilize advanced analytical and/or statistical ability to evaluate data and make recommendations regarding process and outcome improvement work

  • Propose and create innovative and appropriate data solutions (dashboards, reports, business intelligence tools, etc.) for the measurement of processes and outcomes

  • Extract, transform, and load data from multiple sources into analytical platforms

  • Conduct data mining and statistical analysis to identify trends, patterns, and opportunities for improvement

  • Stay current with industry best practices and emerging trends in data analytics and related technologies.

  • Perfo m benchmarking and comparison of evaluation methods, metrics, and data presentation across the industry including other health systems and community health organizations

  • Support the data collection and evaluation of community benefit compliance activities for OCI, while leading efforts for quality improvement in this area

  • Provide guidance and mentorship to junior analysts, fostering a culture of continuous learning and development.

  1. Technical Support and Quality Programming
  • Serve as the OCI manager in monitoring, evaluation and learning (MEL), participating in strategic planning and ensuring procedures are in place for high quality, innovative MEL approaches that comply with organizations mandates and aspirations

  • Support the development and application of evidence-based standards of practice and guidance in MEL efforts across the OCI

  • Help to develop and implement project learning agendas, including refinement of learning questions, methods for capturing learning, and documentation plans

  • Contribute to formative development and implementation of practice evaluations, including development of tools and protocols, analytic plans, training materials as needed

  • Providing mentorship/capacity building in MEL to OCI staff

  • Support the development and implementation of best practices on data and evaluation for the OCI Framework, Healthier Together, Regional Engagement and other programs and initiatives

  1. Communication and Collaboration
  • Responsible for the coordination and completion of assigned projects, including project definition, assignment of task responsibilities, setting deadlines, and all other aspects or project management and all other aspects of project management

  • Lead data quality and evaluation meetings within and across teams, as well as with internal and external audiences

  • Provide necessary data, metrics, and visualizations to support promotion across the OCI via website, presentations, marketing materials, and conferences to donors, philanthropy, payors, community, and partners

  • Cultivate relationships and seek collaboration with individuals and teams at all levels, both internally and externally

  • Represent OCI and contribute to task forces and meetings related to data sharing as well as monitoring, evaluation, and learning * Performs other duties as assigned Education Qualifications Bachelor's Degree Required Master's Degree Preferred Experience Qualifications At least five (5) years of experience in analytics / business intelligence Required At least eight (8) years of experience in analytics / business intelligence Preferred or Experience with data visualization tools preferred (Qlik, Tableau, Power BI, etc) Preferred or Experience with data integration tools: DBT, Informatica, MS Integration Services etc Preferred or Experience working as a data analyst within a healthcare setting Preferred or Experience with clinical, hospital and/or financial applications and/or systems Preferred Skills and Abilities Experience in data analytics with a proven track record of successfully delivering analytical projects<
