U.S. Northern Command MISSILE DEFENSE PLANS AND EXERCISES SPECIALIST in Peterson AFB, Colorado

PRIMARY PURPOSE: To serve as Missile Defense Plans and Exercise Specialist in the USNORTHCOM, Directorate of Operations, Missile Defense Division of (NC/J31) responsible for planning designing, scheduling, execution and assessment of homeland missile defense wargames and exercises. Responsibilities Responsible for exercise planning, design, development, execution, and assessment for the USNORTHCOM homeland missile defense mission. Serves as a Ground-Based Midcourse Defense (GMD) System Subject Matter Expert. Serves as a USNORTHCOM Missile Defense (MD) planning advisor to OSD, Joint Staff, Combatant Commands, and other DoD agencies. Represents USNORTHCOM J31 at meetings, conferences, symposia, and site visits related to assigned programs. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT CONTINUED: Work may require short notice travel away from the normal duty station to locations within and outside of the Continental United States on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY) Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends, and holidays. Shift work is necessary during exercises, crises, or contingencies. Incumbent may be required to support extended hours and 24-hour operations as directed This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position Required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations This position is Designated JOC pro-shifter positions will complete Initial Qualification Training, JOC Mission Qualification Training, Mission Certification Training and/or JOC on-the-job training, depending on specific position requirements. As a condition of employment, the incumbent is required to maintain certification with annual evaluations. As part of maintaining crew qualification, pro-shifters will work at least two (2) day shifts, two (2) swing shifts, and two (2) mid shifts every six (6) months. For crew positions maintaining a 12-hour watch schedule, pro-shifters must work at least two (2) day shifts and two (2) mid shifts every six (6) months Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must meet the requirements specified on the SF78, Certificate of Medical Examination and be able to continually perform the physical requirements of the duties. Any physical/mental condition that would cause the applicant to be a hazard to themselves or others is disqualifying In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include thorough knowledge in Joint operational doctrine and the relationships between the various combatant command missions and organizations, to include administrative laws, policies, regulations, and precedents applicable to the Ballistic missile Defense of the homeland. In-depth knowledge of Ballistic Missile Defense Operations, JOC Operations and Asset Management Program to apply results of tests, simulations, theories, and integrates new BMD capability to maximize operation capability and support RDT&E commitments. Expert knowledge of military command and control processes and the role of NORAD and USNORTHCOM Command Center. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD military command structure, mission, and relationships. Knowledge of Department of Defense, Joint Staff, and Services vision, strategic planning documents and planning processes. Knowledge of Joint operational doctrine, the relationships between various combatant command missions and organizations, and the relationship to National policy and strategy. Knowledge of ballistic missile defense operations and capabilities with general level engineering/programmatic understanding of BMD system components and relationships. Knowledge of tactics, techniques, and procedures for employment of the BMD systems and strategic ballistic missile defense of the Homeland. Skill in understanding and applying Joint Training System (JTS) and the Joint Event Life Cycle (JELC) concepts to meet Command's exercise and wargame objectives and reporting responsibilities. Skill in operating GMD Weapon System in monitoring, tracking, and intercepting inbound missile threats. Skill in adapting to a quickly changing crisis and the ability to concisely communicate the changes to senior leadership. Skill in preparing and presenting oral and written communications. Ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, recommend solutions, and package the entire process in briefings, papers, or reports suitable for senior leader use and decision making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
