Agricultural Research Service Property Disposal Technician in Peoria, Illinois

Summary This position is located in the Office of the Center Director at the National Center for Agricultural Utilization Research (NCAUR), for the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), in Peoria, Illinois. In this position, you will provide technical support in the accounting and disposition or storage of excess personal property, historical documents, and other accountable and nonaccountable property at the NCAUR facility. Responsibilities Monitors status of each item moving through the surplus process and coordinates pickup of property sold through GSA auctions. Enters serviceable/repairable excess personal property in GSAXcess, the Federal Excess Personal Property Utilization Program operated by the General Services Administration (GSA). Composes routine correspondence regarding property disposal, inventory reconciliation, and discrepancies. Assists with the accounting and disposition of paper records and other archived materials stored in designated storage rooms. Assists with updating accountable property records in USDA’s Corporate Property Automated Information System-Personal Property (CPAIS-PP). Coordinates with Unit Accountable Property Officers (or their delegates) and NCAUR Operations and Maintenance contract personnel to identify, sanitize, disassemble, transport, process, and ultimately dispose of excess personal property. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-06 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing the accounting, disposition, or storage of excess personal property; updating accountable property records in an automated system; and composing or editing correspondence regarding property disposal. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands The work requires moderate physical effort such as standing, walking, bending, lifting, pushing, and sitting. Some physical exertion will be involved in the physical disposition of excess personal property to include moving, lifting, or carrying moderately heavy items. Work Environment The work involves frequent visits to on-campus outbuildings and non-climate-controlled attic spaces to retrieve excess personal property. The work can involve moderate risks or discomforts that require exercise of special safety precautions and the use of personal protective equipment. Incumbent may experience moderate discomforts when working in severe heat, wind, cold, or rain as a result of property management. Education This position does not have an education qualification requirement. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. This position is designated as a bargaining unit position and is represented by the American Federation of Government Employees (AFGE).
