Summary This position is with the DoD Office of the General Counsel (OGC), with duty at the Pentagon. The incumbent reports to the Deputy General Counsel (Fiscal). The OGC (Fiscal) Division directly advises the Under Secretary of Defense (Comptroller)/Chief Financial Officer and addresses the most sensitive and complex issues of federal appropriations law facing the Department in executing its annual budget of nearly $1 trillion per year. Incumbents typical work assignments may include the following: Reviews, researches, and provides oral and written advice to senior DoD officials on legal issues arising from the Department's use of appropriated funds. Such advice is prepared in coordination with other sections of the Office of General Counsel that are responsible for matters affected by the matter under review. Describes and explains the Department's legal position on matters of federal appropriations law in communications with professional staff members of the congressional defense committees and officials of the Office of Management and Budget, National Security Council, and other federal agencies. Assists in preparing the Secretary of Defense, Deputy Secretary of Defense, Under Secretary of Defense (Comptroller) and other senior Presidentially appointed, Senate confirmed DoD officials for testimony before Congress on the President's budget submission or other matters pertaining to the Department's comptrollership responsibilities. Drafts proposed legislative provisions pertaining to financial management, as well as general provisions and appropriations account language for inclusion in the President's annual budget submissions to Congress. Reviews existing legislation and prepares legal advice regarding the effects of such legislation on DoD's management of its appropriated funds. Participates in DoD's Legislative Review Process, assessing the necessity for and impact of legislative proposals submitted by the Principal Staff Assistants within the Office of the Secretary of Defense; the Military Departments; the Office of the Chairman of the Joint Chiefs of Staff; and the Defense Agencies. Must possess the first professional law degree, i.e. Bachelor of Laws (LL.B.) or Juris Doctorate (J.D.), from a law school accredited by the American Bar Association. 2. Must be an active member, in good standing, of the bar of the highest court of any one of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, the Virgin Islands, the Trust Territory of the Pacific Islands, and any territory or possession of the United States. 3. This position requires you to have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. You may qualify at the GS-15 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector.
