THE POSITION

DESCRIPTION OF WORK

The Fiscal Evaluator (Budget Analyst 1) maintains communications with DHS

Contractors/Providers/Vendors for the purposes of reviewing and processing invoices in a timely manner. The incumbent works directly the DHS leadership, program office staff, as well as the Allegheny County Controller and Office of Budget and Finance and State/Federal agencies. Duties and responsibilities related to systems and accounting include: Maintaining functional knowledge of Master Enterprise Repository, OnBase Key information. Demographic System (KIDS), Client Information and Payment System (CIPS), Microsoft Office suite and other organization systems, as necessary. Updates/inputs and maintains data, relevant invoice, budget, and provider information into JD Edwards (accounting system) and Onbase.

Other duties include but are not limited to:

  • Performing rebudgets and contract modifications for providers throughout the fiscal provider lifecycle.

  • Verifying that the contract, rebudget or modification has been correctly entered into JD Edwards by the County Controller's Office.

  • Reviewing, analyzing, and communicating fiscal and operational data to the DHS Bureau of Contracts and compliance (BCC) and BFMBR throughout the fiscal year.

  • Attending on and off-site meetings in support of primary job duties, as required.

  • Performing special projects, as assigned, to support DHS and county-wide goals and objectives.

    Work Schedule and Additional Information:

  • Full-time employment.

  • Work hours are 8:00 am to 4:00 pm, Monday - Friday, with 60-minute lunch.

  • Scheduled hours can vary depending on the needs of the regional office.

  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience in technical budget administration work; and such training as may have been gained through graduation from a four-year college or university; or

  • Any equivalent combination of experience and training.
