The Prevailing Wage and Davis-Bacon Payroll Reporting Specialist is responsible for ensuring compliance with prevailing wage laws and Davis-Bacon Act requirements. This role involves meticulous payroll processing, accurate reporting, and adherence to regulatory standards, playing a crucial part in the successful management of construction projects.

Payroll Compliance:

  • Manage and process payroll in accordance with prevailing wage laws and Davis-Bacon Act requirements.

  • Ensure that all payrolls are processed accurately and on time, reflecting appropriate wage determinations for federally funded projects.

  • Implement and oversee prevailing wage projects, ensuring all employees are compensated according to the law.

  • Ensure compliance with Davis-Bacon Act, prevailing wage laws, and union agreements.

  • Maintain accurate records of payroll transactions, ensuring proper documentation for audits and reporting.

Certified Payroll Reporting:

  • Prepare and submit certified payroll reports for construction projects to relevant authorities.

  • Maintain and organize detailed records of certified payroll reports, including fringe benefits and deductions.

Subcontractor Payroll Compliance and Reporting:

  • Ensure that all Subcontractor payrolls are processed accurately and on time, reflecting appropriate wage determinations for federally funded projects.

  • Ensure that all subcontractors prepare and submit certified payroll reports for construction projects to relevant authorities.

  • Communicate effectively with subcontractors to ensure understanding and compliance with prevailing wage requirements for each project subject to Prevailing Wage and Davis-Bacon rules.

Regulatory Adherence:

  • Stay updated on federal, state, and local laws and regulations related to prevailing wage and Davis-Bacon compliance.

  • Implement changes in payroll processes to adhere to updated regulations and wage determinations.

    Audit Preparation and Support:

  • Prepare for and support internal and external audits, providing necessary documentation and explanations.

  • Conduct regular internal audits to ensure ongoing compliance with prevailing wage laws and Davis-Bacon Act requirements.

Communication and Coordination:

  • Communicate effectively with project managers, HR, and other departments to ensure understanding and compliance with prevailing wage laws.

  • Respond to inquiries from employees, subcontractors, and government agencies regarding payroll and compliance issues.

Training and Development:

  • Provide training to payroll staff and project managers on prevailing wage and Davis-Bacon compliance.

  • Develop and update training materials and guidelines related to certified payroll reporting and compliance.

System Management:

  • Utilize payroll software to manage and process prevailing wage and Davis-Bacon payrolls efficiently.

  • Ensure data integrity and accuracy within payroll systems.

Financial Coordination:

  • Collaborate with finance and accounting teams to ensure accurate financial reporting and budgeting related to payroll.

  • Assist in the preparation of payroll-related financial statements and reports.

Qualifications:

  • Education:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field preferred.

  • Experience:

  • Minimum of 3-5 years of payroll experience, with a focus on prevailing wage and Davis-Bacon reporting.

  • Strong knowledge of payroll processing, certified payroll reporting, and compliance with prevailing wage laws and the Davis-Bacon Act.

  • Skills:

  • Proficiency in payroll software (e.g., ADP, Paycom, QuickBooks) and Microsoft Office Suite (especially Excel).

  • Excellent attention to detail and strong analytical skills.

  • Strong organizational and time-management skills.

  • Ability to handle confidential information with discretion.

  • Certifications:

  • Certified Payroll Professional (CPP) or similar certification is a plus.
