Location: Oak Harbor, Washington (Naval Air Station Whidbey Island)

Type: ExemptWork Schedule: Full-Time, Day shift

Compensation: $156,000/annually

Skookum is seeking a dedicated and proactive Environmental Manager with a professional attitude.

Typical duties include but are not limited to:

  • Develop, implement, and monitor environmental control programs to ensure compliance with contract requirements and conduct environmental management and sustainability practices.

  • Ensure the customer receives an environmentally compliant product and service.

  • Assure inspections are performed on completed contract units and documented to ensure final product meets all environmental specifications.

  • Verify proper environmental documentation for presentation to government for final acceptance.

  • Review maintenance documents, historical files, and inspection records to note any trends or recurring discrepancies for initiating environmental corrective action plans.

  • Ensure all environmental deficiency reports are clear, concise, and comprehensive.

  • Ensure all SOPs and ISO processes are meeting contractual environmental guidelines.

  • Maintain monitoring and measurement information to address the Environmental Management System (EMS) goals and policy. Provide EMS Goals and Policy Measurements to Skookum and the Government.

  • Manage corrective and/or preventative actions and assume responsibility for the noncompliance, take corrective action immediately to remedy non-compliances.

  • Ensure organizational employees are aware of their roles and responsibilities under the Environmental Management System (EMS). Review how EMS responsibilities affect work performed under the contract.

  • Comply with all applicable Federal, state, and local laws, regulations, and executive orders, and with base-wide instructions, standards, and permit requirements.

  • Ensure that employees receive applicable environmental and occupational health and safety training and is kept up to date on regulatory required specific training for the type of work to be conducted onsite.

  • Submit Environmental Protection Plan (EPP) for approval. The EPP shall address environmental compliance and compliance procedures as they pertain to the execution of the contract.

  • Review and advise the Skookum maintenance programs on adhering to established rules including following environmental requirements and standards, equipment manufacture’s recommendations, environmental regulations, and commercially accepted practices.

  • Implement strategies and methods for conducting a safe, effective, and environmentally sound pest management programs and Protected Species Disposition (i.e. Bald Eagle, Spotted Owl, etc.).

  • Deliver support with operational information and data as needed to Skookum and the Government for the environmental permit renewal processes.

  • Guarantee current, accurate and complete operating records, station logs and reports to meet all environmental regulations and operation permit requirements.

  • Be responsible for personnel on training, qualifications, technical knowledge, experience and skills required for efficient operations within the environmental function.

  • Environmental Program Manager shall make recommendations for appropriate environmental actions.

  • Communicate professionally and courteously with internal and external customers.

Qualifications:

  • Bachelor’s degree and 8 years of experience in Environmental Management

  • Equivalent experience will be factored relative to college degree requirements.

  • Have a 40-hour HAZWOPER certification or be able to obtain one prior to starting work.

  • 16 hours of DOT hazardous material training.

  • Obtain additional training once employed according to the BOSC contract requirements listed for Environmental Manager within 6 months.

Physical Requirements:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance. The physical demands of this position may be reasonably accommodated for individuals with disabilities to perform the essential functions on a case-by-case basis.

  • Must be able to lift and/or move up to 70 pounds.

  • May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.

  • Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.

  • Must have the perseverance to work effectively under pressure for extended periods of time.

Requirements:

  • A valid state driver’s license is required with the ability to obtain and maintain coverage by Skookum’s insurance.

  • Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position.

  • A HAZWOPER pre-employment medical examination are required.
