The City of Norfolk’s Parking Division is an enterprise fund, which falls under the Department of General Services. The Parking Division operates over 19,000 public parking spaces located in 14 garages, 10 lots and more than 500 on street spaces.

Plans, develops, analyzes data, and prepares studies and research projects. Provides sufficient detail to support departmental long-term planning, problem-solving, policy review, rate surveys, peer surveys and management action. Provides advanced analytical, communication, and coordination services.

Essential Functions

Conducts a variety of research and other assigned projects by compiling and reviewing internal and external organizational information, data, preparing position and issue papers; and recommending changes for management consideration; analyzes problem areas in service delivery and formulates recommendations for improvements; serves as a staff resource.

  • Manage the Parking Division’s Rate Model; work collaboratively with Enterprise Controller to provide financial reporting requirements.

  • Collects and analyzes information from various sources to create economic models and revenue/expenditure projections. Analyzes internal and external factors that will affect the economic condition of the City. Factors may include City budget reduction initiatives, federal monetary policy, and the general economic landscape of the region, among others.

  • Research previous economic policies and outcomes for use in the development of City policies. Studies economic theories to provide input on current and proposed policies.

  • Assists in the development and coordination of the citywide annual budget. Investigates issues and participates in the problem-solving process for City departments. Assists departments with the preparation of their detailed budget documents. Prepares reports for numerous departments detailing their financial condition.

  • Prepares financial reports, revenue performance reports, and revenue manuals. Prepares economic analysis using advanced statistical methodology. Participates in complex analytical studies and research projects to assist executive management with long term policy development and problem solving. Research changes in economic policy, procedures, and development.

  • Manages, develops, analyzes, and maintains information resources used by City staff; gathers and coordinates the gathering of demographic, census, population, employment, and housing. Discovers efficient and effective ways to gather large amounts of data. May recommend new ways to analyze data.

  • Creates ad hoc reports at the request of various department managers. May assist with presentations to councils, committees and/or organizations regarding the economic condition of the City as the need arises.

  • Improves existing and/or develops new data collection methodologies for use in statistical analysis and forecasting, conducting analysis, and researching Parking operations and procedures to continuously improve processes and increase efficiencies. Provide data reports to assist staff in administering the performance management program.

Education/Experience

Required:

  • One year of economic, policy experience; or an equivalent combination of education and experience.

Preferred:

  • Work requires broad knowledge of accounting, economics, budgeting, business administration, advanced statistics, or finance. Knowledge is normally acquired through four years of college resulting in a bachelor’s degree or equivalent.

  • Master’s degree in business administration, statistics, economics, or a related discipline.

  • Excellent oral and written communication skills.

  • Demonstrated analytical, quantitative, and research skills.

  • Proficiency with Microsoft Word, Excel, and PowerPoint.

Additional Information & Requirements

Work Schedule: 40 hours per week, Monday-Friday, 8:00 a.m.to 5:00 p.m.

Signing Bonus: This position is eligible for a $5,000 signing bonus.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
