Summary:

This position supports the Sr. Director – Rail & Surface Transit in their role with safety-related activities and initiatives and directs all OSS activities critical to the safety of Rail Operations and the Agency.

Roles and Responsibilities:

  • Directs the development and implementation of the System Safety Program (SSP)/Fatigue Risk Management Plan (FRMP) in accordance with CFR 49 Part 270.

  • Directs the hazard analysis process, internal audits, safety approval process and SSP training to ensure an American Public Transportation Association (APTA)/Federal Railroad Administration (APTA/FRA) compliant program.

  • Directs the inspections of facilities, reports conditions, work locations and practices to ensure proper identification and resolution.

  • Directs the planning, development, implementation and training for the Employee Health and Safety Program to ensure compliance with Public Employee Occupational Safety and Health (PEOSH), FRA regulations and applicable consensus standards.

  • Assists in the management and coordination of Emergency Response Exercises and emergency responder field activities.

  • Directs the planning, development and implementation of the passenger safety, trespasser prevention and Grade Crossing safety enhancements in order to reduce employee and non-employee injuries, rail equipment and grade crossing accidents to ensure compliance with FRA, New Jersey Department of Transportation (NJDOT) regulations and applicable consensus standards.

  • Interfaces with executive management to efficiently discuss potential hazards, incident trends, non-compliance with internal and regulatory agency standards, and provide oversight of system safety.

  • Directs the development of employee safety programs such as safety eyewear and safety footwear. Evaluates and approves Personal Protective Equipment. Assists with the maintenance of employee safety programs such as Critical Incident Stress Plan (CISP), Passenger Train Emergency Preparedness (PTEP), Rail System Safety Program (SSP), and NJT Safety Rules (TRO-5).

  • Direct the participation and collaboration with Federal and State regulatory agencies to ensure compliance with existing and upcoming safety regulations. Continuously interface with Federal and State regulatory officials for potential changes in any regulations, respond to potential deficiencies, and seek feedback when applicable.

  • Directs the coordination of NJT Emergency Operations Center (EOC) coverage during unplanned and planned events to include scheduling staff, facilitating training of staff, and review or produce information that is reported to Executive Management and the NJT Office of Emergency Management during the events which potentially could be used to make decisions impacting the overall safety of customers, employees, and the general public.

  • Directs the participation with the analysis of Occupational Safety and Health Administration (OSHA) Whistleblower or Federal Railroad Safety Act (FRSA) complaints to include observations regarding allegations, researching applicable internal safety rules or applicable government agency standards, coordination of interviews, and gathering of documents maintained by OSS - Rail Division to ensure compliance with safe practices, mitigate potential hazards, and prevent coercion of refusing medical attention or not reporting an incident.

  • Directs staff to meet organizational goals to ensure productivity and quality. Coaches, mentors, and develops staff, including providing career development planning, appropriate training and opportunities.

  • Directs the participation in the implementation the safety assurance of Capital Plans and Programs to ensure compliance with State and Federal regulations.

  • Assist with Open Public Records Act (OPRA) requests through the DAG’s office to include review of requested information to ensure confidentiality and maintain integrity of the information.

  • Completes all safety related projects as assigned by the Sr. Director, Rail & Surface Transit on a daily basis.

Education, Experience, and Qualifications:

  • Baccalaureate degree in Business Administration or safety-related area, or equivalent and eight (8) years of progressive managerial experience in the development, administration and application of safety regulations, standards, and training in a railroad environment. One year of closely related experience can be substituted for each year of education required.

Knowledge and Skills:

  • Knowledge of NJ TRANSIT Safety Rules (TRO-5), Electrical Operating Instructions (TRO-3), Airbrake Instruction (TRO-4), and applicable Federal, State and Local safety regulations, such as FRA, OSHA, PEOSH, American National Standards Institute (ANSI), National Fire Protection Association (NFPA) and NJDOT is required.

Certificates, Licenses, Registrations:

  • OSHA 30-hour General Industry Training - Required

  • US Department of Transportation/TSI Transportation and Security Program Certificate (Transit Rail Program) - Desirable

  • World Safety Organization (WSO), Certified Safety and Security Director (CSSD) – Desirable

  • Incident Command Systems Training (ICS) -Desirable

Working Environment:

  • Office/Field

This Position Supervises:

  • SR. Manager Rail Safety

  • Lead Clerk (Union Position)
