Job Overview:

From March 2022 – March 2023, the International Rescue Committee (IRC) launched and implemented a first-of-its-kind service model for the resettlement of 556 Afghan Humanitarian Parolees (AHPs) who arrived through Operation Allies Welcome. Via a comprehensive and personalized virtual case management model, the Virtual Afghan Placement and Assistance (VAPA) program provided per capita direct assistance, client-led case management, and resources and referrals for the successful resettlement of these new arrivals. Building off of this award-winning (https://www.fastcompany.com/90848982/most-innovative-companies-rapid-response-2023) program, the IRC now implements the Virtual Reception & Placement (VR&P) program for Special Immigrant Visa (SIV) holders, the Virtual Resettlement Line for humanitarian parolees, and the Welcome Corps Support Line for private sponsor groups welcoming newcomers through the Welcome Corps.

Using the model developed during VAPA and further advanced for the current iteration of the VR&P program, the IRC aims to meet the ambitious goal of receiving and resettling up to 10,000 individuals in FY24 from the Western Hemisphere and Operation Enduring Welcome platforms. This project will include coordinating steps overseas, partnering with a variety of stakeholders across the United States, and effectively establishing relationships in a virtual setting.

The remote and pioneering nature of this project requires a detail-oriented and highly responsive Referral Liaison to support coordination and communication of referrals to local resettlement agencies for additional services as needed.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Serve as the focal point for partner Resettlement Agencies (RAs) implementing VR&P best practices for referral pathways.

  • Work with regional VR&P Resettlement Managers and Virtual Caseworker Supervisors to confirm enrollment eligibility and refer cases following an established referral process.

  • Ensure a warm hand-off for all referrals made to local resettlement offices.

  • Develop standard operating procedures (SOPs) for referral pathways based on state level benefits and materials to assist with efficient referrals to local Ras.

  • Collaborate effectively with colleagues and partner organizations. Build and maintain relationships with area service providers for the benefit of clients.

  • Work in conjunction with the regional VR&P Resettlement Managers and Virtual Casework Supervisors are properly assessed and enrolled, as applicable, into appropriate programs.

  • Ensure that case files and databases are maintained accurately and timely, in accordance with program requirements.

  • Keep detailed records and manage data for tracking goals and reporting purposes to ensure that program requirements are met, and program activities are compliant and allowable.

  • Other duties as assigned.

Job Requirements:

Education:Bachelor’s degree in social work or related field of study preferred.

Work Experience:

  • Relevant professional experience in human services field required; minimum of 2 years’ experience strongly preferred.

Demonstrated Skills & Competencies:

  • Knowledge of benefits and state-funded resources for refugees and referral pathways in one of the following states is preferred: California, Washington, Virginia, Maryland, Florida, Wisconsin, Montana, or Texas.

  • Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead in a way that recognizes that IRC’s work is best accomplished through the true collaboration of individuals from many cultures with a great variety of skills and perspectives.

  • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.

  • Working knowledge of Office for Refugee Resettlement (ORR) Preferred Communities programs, specifically Intensive Case Management and Supplemental Case Management desirable

  • Experience working with ORR populations, such as refugees, asylees, and humanitarian parolees.

  • Demonstrated success working and communicating effectively in a multi-cultural environment.

  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.

  • Attention to detail and accuracy in work product.

  • Fluent in English, both spoken and written.

  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.

Compensation:Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
