Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $59,162 - $72,000.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS' Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care. The Office of Placement Administration (OPA), within FPS, is identified as the sole source of referrals for foster care placement of children placed or remanded to the care and custody of ACS. OPA seeks placement for children in all five boroughs of New York City.

The Office of Placement Administration (OPA) Coordinator will be responsible for providing daily reports that assist with understanding placement needs for children entering foster care and collaborating with internal and external stakeholders to provide information and data to support OPA in fulfilling its mission of expeditiously placing children in safe and loving homes.

The OPA Coordinator will exercise judgement and discretion to:

  • Draft memos, emails, correspondence, and present information, as needed.

  • Initiate project-related communications and requests for information and provide guidance to other departments and outside parties.

  • Attend both internal and external agency meetings and conferences related to projects.

  • Consult with program staff and others who contact the office via email or telephone to obtain the required or requested information necessary for project development.

  • Develop and sustain good working relationships with internal and external stakeholders to facilitate cooperation and coordination of placement goals, including but not limited to, other ACS departments and provider agency personnel.

  • Identify and provide technical assistance support to provider agency stakeholders in support of the placement of children and refer provider agencies to appropriate staff members.

  • Consult with provider agencies where appropriate when preparing or submitting summaries.

  • Enter, update, and retrieve information on an electronic information storage system to facilitate agency operations.

  • Utilize all databases, including the Placement Module, Placement Tracking System (PTS), Welfare Management System (WMS), Legal Tracking System (LTS), Child Care Review Service (CCRS), Case Assignment System (CAS) +, CONNECTIONS, Docushare, Warehouse Inventory Tracking System (WITS), and E-mail.

  • Use Microsoft applications, particularly Excel to collect, organize, and present data to identify and enhance options for the safe placement of children.

  • Prepare reports upon request by researching materials and using appropriate forms and procedures to provide requested information.

  • Maintain electronic tracking tools that assist with monitoring the placement of children.

  • Monitor the status and functionality of office equipment, and initiate requests for service or repair. Follow up on the provision of services, including contact with Facilities, Help Desk, and the submission of tickets on behalf of staff’s computer, telephone, and other office issues.

  • Facilitate the disbursement of checks and confer with payees, as necessary.

  • Assist with special projects, adhere to the agency’s time and leave requirements, and attend all training as required.

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
