S ummary

Responsible for managing the climate resilienc e and sustainability efforts that support and contribute to the development of multi-billion plans that set the bar for critical transportation investments necessary to ensure the continued mobility of the MTA region. This position will work directly with senior staff in the development of the MTA’s Capital Plan, which includes a systematic analysis of multiple transportation investment proposals and initiatives. This position is responsible for developing and analyzing strategies and capital program projects, managing studies of critical planning issues, working on long - range transportation strategies, developing tools to assess climate resilienc e and sustainability investments, and representing MTA policies with stakeholders. The Manager of c limate Resilience Planning would be responsible for ensuring that the results of these activities are presented in an accurate, understandable , and timely manner :

In conjunction with senior staff, the Manager will train and guide junior staff.

Identify and utilize best practices to develop and manage data sets and analytics.

Engage in wide-ranging policymaking.

Manage all aspects of capital plans and strategies, including consultant teams contracted by MTA to assist in significant planning initiatives.

Develop presentations, maps, graphics , and other public - facing documentation. Manage review processes and finalize technical documents.

Gather, update, and analyze analytical data.

Manage the development and review of agency plans.

Responsibilities

The Manager of C limate Resilience Planning will support the integrat ion of climate resilience priorities and practices into the MTA’s capital assets, such as rail and bus facilities , stations, track s , structures, signals, communications, power, yards , and other facilities that together make up the millions of components that enable the MTA to move millions of New Yorkers every day.

T rack internal progress on programs and initiatives that make the New York City region and the MTA itself more resilient to climate change.

C ontribute substantially to all, or a subset therein, of the following core Planning activities:

Development of MTA’s Capital Program , particularly in relation to climate resilience .

Researching best practices in the field of climate risk mitigation for new ideas that might be relevant for the MTA .

Working with senior staff on the development and planning of multiple climate resilience proposals and initiatives .

Development and management of scopes, budgets, and work plans for various projects .

Quantify the benefits of approaches to climate resilience, including models to estimate the magnitude of avoided losses through proactive planning and design requirements .

Work with consultants, reviewing consultant deliverables and providing timely and thoughtful feedback that improves the quality of deliverables .

Manage development and improvement of asset planning tools and strategies, particularly those that inform the prioritization of climate resilience actions within the MTA capital plan .

Utilize and create significant databases for tracking information, including climate risk and impact data, completed climate protections and investments , asset assessments, asset inventories, regional planning information, transit usage, and socio-economic and demographic information to inform prioritization with the MTA ’s capital strateg ies .

Create maps, charts , graphics , and PowerPoint presentations to support coordination with MTA staff, operating agencies, the public, and non-MTA agencies .

R eview and finalize technical documents, especially those focused on climate resilience issues within the transportation sector .

Use GIS to analyze contexts and implications of transportation improvements and vulnerabilities to climate risk , and use PowerBI to visualize these findings .

Education and Experience

A Bachelor's in Urban Planning, Engineering, Public Administration, Environmental Sciences, or a related field .

Must have a minimum of six (6) years of relevant experience, preferably in transportation.

Master's degree preferred.

AICP or PE certification/license is a strong plus.

Understanding of and fluency with climate modeling, sustainability initiatives, and risk-based decision - making.

Proficiency in climate policies, meteorology, data analytics, visualization tools, and spatial analysis.

Ability to perform in - depth qualitative and quantitative analyses using a variety of tools and datasets.

Strong time and task management skills with the ability to manage multiple projects and deadlines and maximize the output of a small staff.

Effective communication, written, verbal, and presentation skills.

Knowledge of the MTA regional network and operating context, as well as local, state , and federal transportation and policies.

The ability to work with both senior - level staff and technical personnel on a diverse array of issues.

The ability to interface with public stakeholders, including senior political and business representatives.
