City of New York City Research Scientist in New York, New York

Job Description

Under the direct supervision of the Technical Resources Department (TRD) Director, receives training in and with latitude for the exercise of independent judgment, performs tasks such as the following:

  1. Conduct data mining exercises to uncover trends or patterns in complex business and/or construction transactions and workflows that pertain to regulatory compliance, or in response to ad-hoc requests from the Compliance Department.

  2. Lead very complex and responsible analytical work, ad-hoc analyses, and prepares relevant reposts and presentations as assigned.

  3. Assist the Director with special projects such as in-depth studies of operational data and project management with major department initiatives.

  4. Develop and maintain database and applications in Teams, ARCGIS and support GIS users. Ensure proper documentation of methodologies and metadata and enforce data quality standards. Manage the storage, organization and maintenance of spatial data and non-spatial data from a variety of sources including field observations, imagery, Global Positioning System (GPS), existing databases and hard copy maps.

  5. Prepare project updates, briefings, presentations, agendas and materials for internal and external meeting.

  6. Perform audits to report on enforcement of contact compliance of vendors, consultants and providers of technical and professional services.

  7. Generate reports, charts and graphs for leadership review.

  8. Use big data, statistical and visualization tools to analyze complex datasets of various sources and disseminate results through written reposts and presentations.

  9. Review and respond to data requests in a timely manner and assist with mandated and compliance reporting.

  10. Design and interpret data experiments that identify gaps and make recommendations for corrections and improved performances.

  11. Recommended methods and techniques for monitoring projects of special initiatives portfolio. Perform analyses as required.

  12. Generate records, reports, charts and graphs that will assist in identifying impediments to workflow.

  13. Analyze data and report research results; prepare written reports and presentations.

Qualifications

  1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

  2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
