Vanderbilt University Telecommunciations Officer III (911 Disptach Supervisor) in Nashville, Tennessee

This role will be responsible for supervising personnel assigned to the Communications Center, providing guidance, and direction at the shift level to ensure operational readiness for the daily operation of the center. This role monitors and receives emergency and routine police, fire, medical, and security calls for service, records and relay information to appropriate personnel; regulates assignments to officers; monitors local police and fire broadcasts; monitors and activates severe weather alert systems.

The shift for this position is 2 pm - midnight. The hourly pay rate is $28.85/hr plus $1.50 shift differential.

About the Work Unit:

Vanderbilt University Public Safety comes under the charge of the Office of the Associate Vice Chancellor / Chief of Police for the Division of Administration. The Public Safety Department includes a staff of over 300 people. The department is organized into four Divisions: Administration, Operations, General Services, and Emergency Management. The Department employs commissioned officers, non-academy-trained officers for security-related functions, and administrative personnel.

Duties and Responsibilities

Administrative Services

  • Performs and provides, at the shift level, direct supervision of personnel assigned to the Dispatch Center including scheduling and time off requests, performance evaluations, coaching for improved work performance, on the job training, daily classroom training and monthly quality assurance.

  • Monitors the accuracy of all records in the Dispatch Center, ensures that all radio operations comply with FCC regulations, validates all entries in TCIC/NCIC, maintains the files of all computer inquiry and entry records, and ensures that proper procedures are followed in routine and emergency operations.

  • Responsible for the efficient operation of all radio and computer equipment in the Dispatch Center.

Ensures that routine checks and maintenance are performed on communications equipment including transmitters and receivers; police, fire, weather, intrusion and panic alarm systems; and all Blue Light Emergency phone equipment.

  • Monitor and report to the Assistant Manager early intervention, poor performance and progressive discipline.

Calls for Service

  • Performs a full range of radio, telephone, and data entry operational duties in a 24-hour facility.

  • Receives and records incoming radio and telephone calls for assistance or general information. Obtains information from callers and officers (nature of call, location and extent of emergency).

  • Dispatches necessary personnel and equipment to the scene and makes proper notifications within the department or other Vanderbilt departments per policy.

  • Monitors activities of officers and determine availability for assignments; distribute assignments according to established procedure.

Support Services

  • Monitors and relays information on Vanderbilt Public Safety radio system, mutual aid talk-group, Metropolitan Nashville Police radio system and Metro Fire/Ambulance radio system.

  • Processes and prioritize incoming calls for police, fire and EMS assistance.

  • Prepares and maintains accurate records and logs of all radio transmissions, telephone calls and other records, such as files and information systems through the use of computer-aided dispatch software system.

  • Operates a variety of advanced communications equipment including radio consoles, multi-line telephone systems, fax/printers and several computer systems. (CAD, WeatherData, Silent Knight, Dialogics, etc.)

  • Operates computer inquiry terminal to obtain information on persons, vehicle registration, driving records and warrants through related databases to provide pertinent data. (NCIC/TCIC/TIES, Metro, Traffic and Parking files, VU card office, and other resources as needed.)

  • Ensures all communication equipment is functioning properly and communicates problem issues to appropriate authorities.

  • Generates and distributes automated reports (equipment list, communications passover, campus siren testing, and alarm reports, etc.).

  • Monitors fire and security alarm systems and coordinates and directs appropriate response.

  • Makes emergency notifications of departmental and campus administration per departmental policy or as directed.

  • Monitors and activates the severe weather warning system; campus-wide siren warning system, and Dialogics as indicated by procedure.

  • Performs clerical functions incidental to office activities.

Community Oriented Policing

  • Serves the community through proactive and self-initiated activities related to the position.

  • Develops rapport with members of the university community as well as surrounding areas and participates in community relations activities as requested.

  • Assists community members as necessary.

Qualifications

  • High School Diploma or equivalent is required.

  • Associate degree is highly preferred.

  • Certification in supervisory training is preferred.

  • Two years of experience as a Dispatcher or Public Safety Telecommunications Officer is necessary.

  • Previous supervisor experience is preferred.

  • Thorough knowledge of the methods, policies, and procedures of public safety communications through APCO is necessary.

  • Thorough knowledge of the geography and street system of Vanderbilt University and the surrounding community is necessary.

  • Thorough knowledge of public safety principles, practices, and functions including police, sheriff, fire, ambulance, and civil defense is necessary.

  • Ability to deal tactfully and courteously with the public, City and County officials, and fellow employees is necessary.

  • Ability to plan, supervise, and organize the work of others is necessary.

  • Ability to work rotating shifts is necessary.

  • Ability to provide constructive input in staff meetings is necessary.

  • Ability to function efficiently under stress and handle several functions simultaneously

  • Ability to speak, concisely, and accurately over radio and telephone equipment is necessary.

  • Demonstrated ability to use good judgment in the analysis of problems is necessary.

  • Ability to prepare accurate reports and records is necessary.

Physical Requirements:

Telecommunications Officers must be able to:

  • Requires moderate physical effort in sitting position for long periods of time.

  • Meet written departmental standards on appearance/grooming

  • Pass a thorough background investigation

  • Pass a drug test; medical examination; vision and hearing test;

  • Must obtain immunizations and medical tests as required by departmental standards.

  • Pass a Psychological Evaluation.

Working Environment:

  • Required to work nights/weekends/holidays

  • Environment is stressful requiring ability to multi-task while being isolated from fellow workers.

  • Cannot leave work area without relief from a supervisor.
