Specific Job Tasks

Project management of Early Works and Off Site works in multiple sites across APAC to support delivery of Global Data Center Capacity, including pre-construction activities, civil works, lead-in infrastructure, programme management and stakeholder management.

As Microsoft’s Cloud business continues to scale and mature, land acquisition and development, Build to Suit Development and regional strategy development will be critical components to the success of our delivery. Ensuring that all of these projects continue to progress against development milestones will be critical to continue success. Cloud Operations and Innovation (CO+I) will be delivering and executing against strategies to control our destiny through owned and developed sites and requires specific subject matter expertise in order to be successful. Execution of Early Works to reduce Colo Ready lead time and support the delivery of data center capacity is crucial to ensure continued delivery success.

Early Works Project Manager

Cloud Operations and Innovation (CO+I) is the team behind the Microsoft Cloud. CO+I is responsible for delivering all Data Center Infrastructure capacity to support our systems to deliver for our customers required demand. Our focus is on smart growth, high quality delivered to meet demand while reducing the cost of the overall delivery. We are looking for a passionate, highly energetic individual to help build the program to manage the early phases of development focusing on the pre-construction stages up to foundation.

As an Early Works Project Manager, you will play a pivotal role in the initial phases of construction projects, focusing on early works planning, coordination, and execution, preparing the campus for data centre construction. The Early Work scope can include building demolition, land clearing, environmental remediation, civil earthworks, test piling, utility diversion, offsite infrastructure construction and site logistics. This position requires a seasoned professional with a strong background in project management and construction management, ensuring the successful initiation and progression of projects while meeting quality, safety, and timeline objectives.

The APAC Early Works Project Manager will also be a key stakeholder responsible for coordination across a variety of internal and external stakeholders including the Early Works Construction Manager, Prepositioning Manager, Metro Land Development Managers, Acquisition Managers, Engineering and Design, Utility, Fiber, and Construction, as well as a wide variety of external key parties to ensure an end to end coordinated delivery for data center development. This role will also coordinate the team of project specific project managers.

The Early Works Project Manager is part of a team of land development experts and works across the greater organization to drive an effective, fast, and efficient development program.

The Early Works Project Manager is ultimately responsible for the project delivery for each site location. Each project will be required to meet Microsoft guidelines and specifications. These will need to be adjusted to account for regional differences, evolving best practices, lessons learned, and industry specific evolutions.

Κey responsibilities include:

  • Project Planning: Lead the development and implementation of early works project delivery plans through site selection, due diligence, constructability review, permitting and early site development considering project scope, budget, and timeline requirements.

  • Project Management : Provide project management discipline and structure to the delivery of works, being responsible for project programming, tracking, reporting and driving execution across the portfolio

  • Decision Making: Facilitate decision-making to drive solutions, schedules, and manage change as required across all land development projects in the portfolio.

  • Permitting and Approvals : Manage the necessary permits and approvals for early works construction activities, adhering to local regulations and codes, in collaboration with the Metro Land Development Manager.

  • Coordination and Collaboration : Collaborate with project internal and external stakeholders including, design, construction, energy, community engagement, environmental, procurement, cost etc.as well as external stakeholders such as Authorities Having Jurisdiction (AHJs), regulatory agencies etc as requires to facilitate data centre development.

  • Resource Management : Coordinate with procurement and construction teams to prepare requests for proposals, review and approve vendor scope of work, monitor vendor performance by ensuring compliance with contracts and prior audit results, validate vendor pay-application and invoice review and approval

  • Site Preparation : Oversee site preparation activities, including but not limited to demolition, remediation, grading, clearing, and earthworks, fencing and offsite works (water/wastewater/ power/ access roads) ensuring compliance with safety and environmental standards.

  • Quality Assurance and Safety : Implement and enforce quality assurance and safety protocols to ensure compliance with industry standards and regulations.

  • Budget Monitoring : Create and apply best practices for driving cost-effective solutions to deliver pad ready sites and monitor and control expenditures within the allocated budget for early works construction activities.

  • Risk Management : Identify potential risks and challenges during the early works phase, developing and implementing mitigation strategies to ensure smooth project progression.

  • Reporting & Project Reviews : Be responsible for coordinating and reviewing project performance, and provide regular updates to project stakeholders

Qualifications

Skills & Qualifications

In order to be successful, a background in land development is recommended. Experience in utilities and linear infrastructure Real Estate delivery is desired but not critical.

Being able to work in a dynamic and global organization, as well as a strong desire to continually learn and innovate is also required. In particular, you will:

Experience

Candidates must have:

  • Bachelor’s degree in Civil Engineering, Architecture or other related field

  • 8+ years of experience in project management for the delivery of complex capital projects and programs, preferably in land development, linear infrastructure and large scale construction programs.

  • Demonstrated track record of a willingness and ability to consistently dive deep into project delivery, creative problem solving, and the ability to push past barriers to achieve project execution.

  • Proven experience managing general contractors on civil projects, coordination with utility providers to deliver site infrastructure

  • Strong skills in data analytics and project planning

  • Ability to influence cross-discipline teams

  • Strong stakeholder management experience, working across multiple functional areas

  • Supply chain understanding and construction contract experience

  • The ability to be a team player but also work independently

  • Ability to establish and maintain cross-functional and positive working relationships with internal and external teams.

  • Strong Verbal and Written Communication Skills in English

  • Strong working knowledge of Microsoft products (Outlook, Excel, PowerPoint, Word, SharePoint, PowerBI)
