[DNRC Logo.jpg] Division and Bureau Overview: The mission of the Montana Department of Natural Resources and Conservation (DNRC) is to ensure that Montana's land and water resources provide benefits for present and future generations. The DNRC - Forestry & Trust Lands Division (FTLD) manages approximately 5.2 million surface and 6.2 subsurface acres of state trust land for the benefit of the common schools and other endowed institutions. The Division also provides Fire Protection and Forestry Assistance to State & Private lands as well as implements Federal Forest Management through the Good Neighbor Authority Bureau. The Division is divided into several core programs covering the management of forests across State, private, Tribal and Federal ownership as well as surface and subsurface trust lands interests within the program areas of minerals, real estate, and agriculture and grazing. Program staff regularly work with DNRC Area and Unit office personnel to develop and implement service programs as well as revenue-generating and asset management activities across these core programs. Bureau staff predominantly set and administer policy and programmatic objectives while Land Office and Field Unit Offices implement these programs. Programmatic direction and support are offered in several different ways, including the development of programmatic plans and guidance, site-specific review and recommendations for proposed management activities, technical document production and oversight, and participation as members of interdisciplinary teams that develop land management proposals. The Bureaus develop long and mid-term goals and assigns annual objectives and budget to the Forestry and Trust Land Management field offices to accomplish those goals. Work Unit Overview: The DNRC/FTLD - Forest Management Bureau (FMB) provides quality, cost effective informatics solutions for DNRC/FTLD to fulfill its mission to ensure Montana’s land and water resources provide benefits for present and future generations. FMB provides comprehensive spatial data management systems through collaboration with the DNRC - Office of Technology. The ESRI platform is the primary vehicle for managing data, mobile technology, WebGIS and remote sensing. The Trust Lands Management System 2.0 is an SQL web-interface application that function as a business management system as well as a Land Management System bridge and supports fiscal services, all 6 FTLD Bureaus and subsequent other program needs across the Division and the DNRC. Job Overview: * Reporting to the FMB Chief, this position provides functional and technical support of the TLMS 2.0 System. In this position the TLMS Analyst provides security administration, data and systems design, data modeling, data management, application development, and client support for TLMS 2.0. This data system requires ongoing development, maintenance, security measures, user accessibility changes due to changing business processes and statutory requirements. This position will also provide a direct conduit between the Trust Lands business module and the OIT Management of the program. The TLMS is an electronic records system that DNRC is statutorily required to provide to other agencies and the citizens of Montana. TLMS facilitates the processing and recording of all monetary transactions coming into DNRC as well as provide all transactional evidence for day-to-day business operations. TLMS 2.0 is programmed to port data directly from several ESRI SDE services as an integrated spatial background to the program. This provides connection to several master authoritative data sets that direct the lands management side of the system. This position serves as an interface between functional/business personnel, subject matter experts and technical resources, ensuring that TLMS 2.0 and supporting data systems are aligned with business requirements while providing robust, scalable, highly available, accurate information and data systems that comply with state and agency policies. *Essential Functions (Major Duties or Responsibilities): /These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent./ System Infrastructure, Administration, Design and Development: * Analyze, develop, and implement solutions to resolve problems, using a broad range of analytical, problem solving, and technical skills; working with outside technical consultants when required to ensure maximized system availability for users. * Design, develop, program, implement, and maintain database-level solutions to application needs. * Develop user interfaces, data clearinghouse procedures/reports, batch processes and procedures, and other modules to support bureaus business functions and special projects. Modify existing user interfaces to meet changing needs of various programs within the bureaus. Develop guidance and SOPs for TLMS 2.0 user interface. Applies knowledge of Relational Database Management System (RDMS) development tools, programming and database design. * Develop prototypes, simulations and models that demonstrate what new system components will look like. * Develop test/production migration plans for new software releases. Evaluate the impacts of all upgrades and patches on system stability, reliability, and performance through research and performance testing. * Develop test/production migration plans for database structure changes. * Troubleshoot systems, database, and application software problems. Review problem symptoms to determine the source (system, database, or application software). * Guide implementation through predefined and agreed upon stability. * Provide and implement strategies to protect the integrity of the statutorily required central records system. * Evaluate and recommend software and hardware. Identify alternative software solutions analyzing cost, performance, compatibility, system impact and other relevant considerations. Install software upgrades. Evaluate the impact any new software will have on IT infrastructure resources. * Manage special projects, represent the Division or Department in various meetings and conferences, and participate in ongoing training and educational programs. Relational Database Management System (RDMS) Architecture, Administration, and Support : * Function as the business-side primary point of contact in the development and implementation of the “TLMS 2.0 Customer Portal Application.” This will be an extension of the TLMS 2.0 standard development and require full collaboration with the DNRC-OIT TLMS 2.0 Project Manager and the FTLD Subject Matter Experts. * Understand the purposes of and interactions between different RDMS systems sharing data. Maintain interface with DNRC – Director’s Office (OIT, FSO) and other FTLD programs to support data system access. Maintain data exchanges between DNRC and other entities to meet the needs of the various programs. Communicating with other agency staff to apply effective strategies to serve all of these needs. * Monitor performance and statistics of database management systems to insure the most efficient operation of the system, including rapid throughput and system availability for agency personnel using knowledge of RDMS database structure and design and RDMS database administration tools. * Provide problem determination/resolution for Division personnel to assure a high degree of system availability using knowledge of hardware and software facilities and using analytical, problem solving and technical skills and abilities. * Work with DNRC – OIT to install, configure, and test assigned RDMS and application software packages to maintain currency with the latest software levels. This includes installing and tailoring new software releases and the selection and application of maintenance mechanisms and procedures. * Establish and maintain database security roles, to ensure that appropriate database access to critical or confidential data is enforced for division employees, consultants, and the public. * Maintain records of change activity of assigned software and help maintain system integrity and aid in problem determination. * Develop scripts to automate system or database tasks such as routine procedures, batch processing, or other operations requiring frequent, repeatable system actions. * Work closely with the other teams inside the OIT to ensure that information systems are managed in accordance with DNRC and State policies as well as industry best practices. * Design, develop and maintain database stored procedures and triggers to enable and manage data integrity, data validation, access control, and business rules/logic and SOPs. * Ensure data quality by developing appropriate data models and supporting architecture. Work closely with customers, application developers, system engineers, and geographic information systems professionals to design relational, dimensional, object, SQL, geospatial, or other data models appropriate for intended applications.
