Responsibilities This Program Analyst position is located at the Milwaukee VA Medical Center, in the Surgical Care Division. The program analyst performs analytical and evaluative work of programmatic aspects of organizational operations and management. Duties Include: Formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations. Applies a range and sequence of analytical steps appropriate for assigned studies, or portions of studies, from planning through fact-finding to reporting results. Establishes the necessary facts and links those facts to the appropriate solution of assigned problems and issues while continuously deciding whether sufficient information has been gathered to substantiate finding. Prepares surgery workload reports matched to current strength reports. Prepares cost/benefit reports as to requesting additional staff to meet patient needs in clinics and the operating room. Trends surgical workload from year to year. Works with surgery clinic administrative staff in improving administrative processes. Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related program functions. Reviews and studies programs to identify such procedural problems such as the duplication/overlapping of clerical functions, or the need for revision of program procedures. Recommends solutions for efficient conduct of patient care activities. Keeps abreast of changes in Medicare rates and regulations, veteran eligibility, veteran medical benefit entitlement laws and regulations, and VA policies and rules to determine how they affect service operations and recommend changes and implementation. Represents Surgical Care in various Medical Center Committees. Works extensively with the computerized patient record system and report generation packages, and works with nursing, medical information systems and clinical applications in ensuring clinical data is accurate and complete. Provides direct supervision over Management Assistant. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-7 grade level in Federal Service that equips you with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Specialized experience includes: Applying analytical and evaluative techniques. Performing medical administration duties including: physical documentation, patient scheduling, test ordering, referrals, and consultant procedures. Working with medical record technology and medical terminology. Gathering data and statistics for preparing studies, reports, and surveys. Using personal computers and various types of software including database software, patient record and scheduling software. OR EDUCATION: Must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree (transcripts required) from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR COMBINATION: Must possess a combination of successfully completed graduate education and experience. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
