In the role of Accountant Sr. IIyou will beworking in Finance and Administration. Purpose To perform complex analysis, treasury, accounting, financial reporting and audit functions in the Controller\'s Office including, but not limited to, financial statement preparation, debt issuance and accounting, capital planning, cash forecasting, surveys, budgeting, and financial audits related to debt, fringe benefits, and other areas as assigned. Primary Functions Responsible for monthly and year-end fringe benefit workpapers including all audit related documentation and requests for information. Function includes monthly reconciliation of related accounts. Prepare the annual benefit plan budgets. Responsible for monthly and year-end debt workpapers including all audit related documentation and requests for information. Function includes monthly reconciliation of related accounts. Prepare and reconcile monthly construction fund draws from bond financing. Maintain institutional debt database for all debt series and related costs. Prepare the annual debt service budgets. Responsible for assisting with the compliance functions related to tax-exempt debt. Strong knowledge of all compliance implications of long-term debt issuances, including debt covenants, arbitrage restrictions and private use limitations. Assist with monitoring, calculating and disseminating information on debt covenants, arbitrage rebates and private use. Maintain all debt construction fund accounting records, including complex spreadsheets for sources and uses, capitalized interest, useful life calculations and bond funding of capital projects. Interact with external parties involved in the debt offerings and related facilities construction, including the bond trustee, letter of credit banks, external counsel and financial advisors. Participate in review of debt documentation for new issuances and refinancing. Responsible for preparation of quarterly capital planning materials including monthly cash forecasting, capital project financing needs, financing projections and other ad hoc analysis as needed. Be the Treasury liaison to the Planning, Design and Construction and Facilities teams as well as Operations team to monitor capital project financing needs. Responsible for all...
