The primary purpose of this position is to Provide subject matter expertise (SME) to the US Embassy IAC in the coordination of Counter Threat Finance (CTF) efforts. Facilitate military capability support and recommendations, in coordination with the IAC program Director, to the US Embassy country team. Responsibilities Plans, organizes, facilitates and assists in coordination of IAC Counter Threat Finance (CTF) efforts with US Embassy country team. Assists in the conduct of collection, processing, integration, evaluation, analysis, interpretation, production, and dissemination of intelligence products in support of the US Embassy country team and other mission partners. Represents IAC and NORAD-USNORTHCOM (N-NC) in a variety of installation and functional area organizations. Requirements Conditions of Employment Qualifications Conditions of Employment (cont.): This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a Language Designated Position. Employee is required to demonstrate Spanish Language Proficiency Level 2 and 2+ (General Professional Proficiency) in any combination of two or more modalities (listening, reading, and speaking). Employee is required to demonstrate proficiency in Spanish according to the certification schedule found in DoDI 1400.25-v2016, Appendix to Enclosure 3, Foreign Language Proficiency Certification Schedule. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes master knowledge and understanding of Counter Narcotics, Counter Threat Finance and Transnational Threats to include organizations and agency current missions, capabilities, organization and intelligence support to operations; and knowledge of various federal and state operations, NORAD and USNORTHCOM; other Combatant Commands, the military services; the National Guard; the Reserve forces; the Department of Defense; DHS, CIA, DEA, CBP, US Department of Treasury, etc. is required; and the ability to coordinate planning, operations, and intelligence support among the command, components, U.S. Embassy country team, Partner Nations and US drug Law Enforcement Agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to coordinate planning, operations, and intelligence support among the command, components, U.S. Embassy country team, Partner Nations and US drug Law Enforcement Agencies. Thorough knowledge of applicable statutory law, policy, procedures, organization, intelligence, and doctrine as it relates to DOD CTF support to key interagency organizations involved in US Embassy country team efforts to deny, disrupt, or defeat, and degrade adversaries' ability to use global licit and illicit financial networks to negatively affect US interests. Ability to independently analyze information, develop appropriate courses of action, formulate recommendations, and articulate a resolution or decision in a concise, well written or oral presentation at the General Officer/Flag Officer/Senior Executive Service (GO/FO/SES) and below. Possess experience and knowledge in Homeland Defense and Defense Support to Civil Authorities domestic contingency operations and exercises. Knowledge of CTF related planning, operations, intelligence and financial systems. Skill in the use of Microsoft Office programs to include Outlook, Excel, Word and PowerPoint. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
