The DoDIN Enterprise Foundations Department (N241) is seeking a Department Chief Engineer to provide thought and technical leadership as part of the Department leadership team to be applied across a broad sponsor base and a diverse 65+ staff-year (and growing) portfolio. DoDIN Enterprise Foundations continues to build an exciting work program which includes: securing our networks & data; modernization of data and communications transport; modernizing DoD’s Command and Control (C2) Communications (C3) systems; Senior Leadership Communications; reimagining the DoD Information Network (DoDIN); and, advancing artificial intelligence (AI) capabilities where it makes sense. In addition, we desire to build a brand of innovative, impactful cybersecurity solutions, to include the use of AI as part of a diverse MITRE project portfolio addressing some of DoD’s toughest challenges.

Competitive candidates will have demonstrated experience delivering high impact solutions in the above domains and broad knowledge of technology but specifically in the cybersecurity and ideally intersecting AI domains. The Chief Engineer will be responsible for advancing the delivery of high quality, high impact technical work for our sponsors, driving innovative solutions, providing thought leadership, and developing department talent. The CE serves as a technical leader and contributor, identifying opportunities for integration, and helping to determine demand signals that influence hiring, training, and growth to better serve the Department, Division, & Joint and Services strategic needs.

The Department Chief Engineer (CE) works in partnership with the Department Manager (DM), the N241 Project Leaders & Group Leaders as well as Division Leadership to ensure execution of a high-impact, high-quality technical work program that achieves sponsor mission-critical outcomes. The Department CE is expected to make significant technical contributions and provide thought leadership in one or more technical areas central to the Department’s work program. The Department CE will help develop and execute strategies that push technical boundaries of the work program and ensure the technical quality of the products delivered to our sponsors. The CE will also be expected to help develop and mentor the next generation of technical thought leaders within the Department.

Roles and Responsibilities:

The Department Chief Engineer will be recognized as an expert in technical fields critical to the department’s work program and directly contribute to high-impact solutions. The Department Chief Engineer will be responsible for:

  • Delivery of innovative high impact solutions to solve our sponsor’s most critical mission problems.

  • Ensuring deliverables are exemplars of MITRE’s FFRDC differentiated value.

  • Quality of department products and processes—leading assessments to track and ensure high quality in all aspects of department operations.

  • Strengthening and re-enforcing the “technical pillar” of MITRE’s Good Growth Strategy.

  • Ensuring the Division’s technical quality processes, and robust engineering practices are consistently implemented within the Department.

  • Partner with the Department Manager and Project Leaders on opportunities to better shape and align the work program to our sponsor’s most critical priorities in a manner that maximizes our impact.

Grow Our Team

The Department Chief Engineer has the responsibility for improving the Departments “Top Talent”, “Strategic Partners”, and “Innovative Leaders” in the following areas:

  • Collaborate with the Department Manager and Group Leaders in critical or strategic hiring decisions. Serve as a trusted partner to identify strategic hiring needs and evaluate talent.

  • Formulate skill set priorities and professional development needs and plans. Develop technical training opportunities. Advocate for training and work experience that challenge staff to learn and grow.

  • Lead the department’s mentoring activities (in coordination with division and corporate mentoring programs and guidelines). Ensure there are key mentors for technical staff and serve as role model for those pursuing a technical career track.

  • Partner with the Department Manager to establish critical strategic partnerships with MITRE Labs.

  • Collaborate with the Division Chief Engineer, engaging with the MITRE Scalable Platforms and MITRE Innovation Program (MIP). Bring these corporate investments to bear within the Department.

  • Collaborate with the Division Chief Engineer and department staff to cultivate MIP ideas and promote active participation in the MIP program.

The Department Chief Engineer has the responsibility for improving our brand and reputation as well as sharing our knowledge” as follows:

  • Share our knowledge and capabilities by championing the Department’s intellectual contributions to the enhancement of Scalable Platforms.

  • Ensure the Department’s products are archived in a manner that is discoverable across MITRE.

  • Ensure staff are highly collaborative with other projects, departments, divisions, sectors, and external organizations to maximize sponsor impact.

  • Encourage technical staff to participate in external publications, technical conferences, and professional societies to share our knowledge and enhance MITRE’s Brand.

  • Partner with the Department Manager in capturing compelling impact & transition stories.

Basic Qualifications:

  • Minimum of 12 years of related experience with a bachelor’s degree in computer science, systems or cyber engineering, or related field; or 10 years and a master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.

  • Demonstrated technical experience delivering impactful cyber solutions for government sponsors.

  • Experience with AI techniques for cyber applications

  • Excellent verbal and written communication skills along with the ability to articulate complex topics to sponsors and staff.

  • Demonstrated ability to work well in collaborative and dynamic environments fostering innovation in areas that provide enhanced capabilities to MITRE’s sponsors and result in significant mission impact.

  • Proven track record in work shaping to meet sponsor needs and the ability to define outcomes and work plans for complex projects or programs.

  • Technical leadership demonstrated by proven experience leading diverse teams to accomplish significant technical outcomes and deliver data driven products to our sponsors.

  • Demonstrated ability and desire to develop and mentor junior staff.

  • Maintain an active Secret level security clearance with the ability to obtain and maintain an active Top-Secret/SCI clearance.

Preferred Qualifications:

  • A master’s degree or PhD in computer science, systems or cyber engineering, or related field as well as 7-10 years of relevant experience.

  • Experience engaging and influencing the MITRE Innovation Program or equivalent.

  • Demonstrated technical experience delivering impactful cyber solutions for DoD sponsors.

  • Solid technical underpinnings with zero trust approaches

  • Recognized thought leader in cyber and/or AI domains.

  • Demonstrated experience leading a large project or portfolio.

  • Proven track record of partnering with external organizations, including with the government, academia, and industry to ensure capabilities and platforms are strategically leveraged in the execution of programs.

  • Experience in shaping the workforce and skill mix to develop the capabilities of the staff, to include high quality hires capable of work program impact and growth.

An existing, active Top-Secret/SCI clearance
