Island Creek Associates Real Property Specialist, Journeyman (24-050) in McGuire AFB, New Jersey

Summary:Island Creek is seeking a Real Property Specialist, Journeyman to provide on-site Real Property Program Support for the United States Air Force (USAF) 787th Construction Engineering Squadron at Joint Base McGuire-Dix-Lakehurst in Lakehurst, New Jersey. Duties/Responsibilities:Assist and provide the Installation Management Real Property staff with real property support with respect to numerous technical and administrative needs associated with the management of the natural and built infrastructure which include all aspects of real property acquisition, coordination, inventory, management, accounting and disposal of real property, serve as a technical point of contact and consultant and will assist with representing 787th Civil Engineering Squadron (787 CES) Real Property (CEIAP) at various conferences, meetings, and negotiations with other federal, state, or local government organizations concerning current real property programs and compliance with the Unified Facilities Criteria, Air Force Instructions and Federal Law, and assist with providing interpretation of higher level guidance and developing local implementation procedures.Assist with determining the need for and taking actions with respect to the ingrant and outgrant of federal property under the control of the Air Force at JB MDL, such as leases, licenses, easements, rights of way and permits, provide information to prospective grantees concerning property and facilities available for outgrant, including policies, terms, conditions, and other pertinent matters, assist in negotiating minor outgrants by lease, license, permit, or easement in accordance with applicable Air Force Instruction and AFCEC/CIT Playbook in coordination and at the direction of the Supervisory Realty Specialist in 787 CEIAP, review final outgrant document for compliance with proposed terms, conditions, and make recommendations to the Supervisory Realty Specialist in 787 CEIAP, coordinate with attorneys, local, county, state, and federal officials and agencies, real estate brokers, and potential grantees, shall inspect outgranted property and complete compliance inspections as directed by the Supervisory Realty Specialist in 787 CEIAP to verify compliance with terms of conditions of the applicable grant instrument and discuss areas of noncompliance with grantee and recommend action to Supervisory Realty Specialist in 787 CEIAP to obtain compliance, shall also be responsible for updating all ingrants and outgrants in NexGen IT (which is the centralized database that accounts for and manages real estate assets) in the Air Force accountable property system of record, and possess the skills necessary to read and interpret a metes and bounds survey which is required for all grant transactions at JB MDL.Assist with disposing of excess buildings, facilities or land involving significant complicating factors. Disposal transactions involve numerous environmental concerns, limited or unstable markets, unusual security problems, numerous public conveyance, extensive damages that make the property difficult to sell, and/or significant economic impact on local real estate markets, assist in the preparation and processing of declarations of excess and/or proposed facility disposal actions and participate in predisposal conferences, provide support in the analysis of building conditions and assist with protecting JB MDL interests by identifying specific easement or recapture rights to be retained upon disposal, and assist in the preparation of recommendations and justifications for the disposal of JB MDL buildings, structures, linear structures and/or land.Assist in the review and updating of installation real property accountable property system of record in NexGen IT, evaluate all proposed real property accountable property system of record NEXGEN IT, evaluate all proposed real property transactions for completeness and key supporting documentation in accordance with the UFC and AFIs, submit reports on the results of inventories, surveys, or inspections, assist in preparing and coordinating documents for approved disposal and space allocation changes and forwards those requiring higher approval, and take appropriate corrective actions to keep real property information current in NexGen IT. Required Skills/Abilities:Experience utilizing NexGen IT and Microsoft Office applications.Supervisory Responsibility:This position does not include supervisory responsibilities. Position Type and Expected Hours of Work:This is a full-time position. Days and hours of work are Monday through Friday 7:00 am to 4:00 pm.Travel:Local travel is required for this position. A valid state issued driver’s license is required. Required Education:BA/BS in legal, business, or other relevant discipline from an accredited college or university as recognized by the U.S. Department of Education. ALLOWABLE SUBSTITUTION: AA/AS in legal, business, or other relevant discipline from an accredited college or university as recognized by the U.S. Department of Education with an additional two (2) years of experience in the functional duties; OR High School Diploma/GED with an additional four (4) years of experience in the functional duties. Required Experience:Ten (10) years of experience as a Real Property Operations Manager, Real Estate Paralegal or Real Estate Property Manager Work Authorization/Security Clearance:This position is subject to a criminal history background check and Wants/Warrants check. Ideal candidates will currently have installation access to Joint Base McGuire-Dix-Lakehurst (JB MDL), however, candidates with US Citizenship or non-U.S. citizens with a Work Permit Visa, Passport, or Alien Registration Card with immigration number will be considered. Must be able to receive a Government Common Access Card (CAC), access Government systems, and pass a criminal history background check and Wants/Warrants check.
