Indian Health Service Contract Specialist in Lower Brule, South Dakota

Summary The purpose of this position is to serve as a contract specialist responsible for routine contracting transactions from initiation to recommendation of award for the procurement of commodities or services for HHS health, regulatory or human services programs. Responsibilities Receives and analyzes requests for contracts for completeness, adequacy of scope of work, availability of funds, compliance with laws, regulations and policies. Develops procurement plans by reviewing previous history, market conditions, and specifications or technical data packages. Selects appropriate clauses, ensures clear and complete specifications including packing and delivery requirements or other stipulations, and serves as a central point of contact on assigned procurements to respond to inquiries. Performs analysis of bids or proposals received. Prepares recommendations for award, documenting reasons for decisions including justifying basis for not recommending lowest bidder. Requirements Conditions of Employment Selectee may be subject to a probationary/trial period. ESEP appointees typically serve a two year trial period. U.S. Citizenship is required. Selective Service Registration is required for males born after 12/31/1959. Position is subject to meeting the Federal Acquisition Certification in Contracting (FAC-C) professional requirements. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENTS General Schedule Qualification Standards: Contracting Series, 1102 (opm.gov) A. 4-year course of study leading to a bachelor's degree with a major in any field. or B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level. Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing administrative duties and assisting with planning, awarding and administering contracts in the procurement of supplies, equipment and/or services; Preparing acquisition documents, analyzing bids/proposals/quotes, and recommend revisions to the statement of work; Researching and analyzing data, issues, and information that support project recommendations. Or, completed 1 full year of graduate level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Or, completed a Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following: (1) I graduated with at least an overall GPA of 2.95, (2) I graduated with at least a 3.45 GPA in my major or during the last two years of college; (3) I graduated in the top third of my class; or (4) I have been a member of a national scholastic honor society recognized by the Association of College Honor Societies. GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Planning, evaluating and administering contracts in the procurement of supplies, equipment and/or services; Creating acquisition plans, preparing written requests for proposals, analyzing offers received, recommend awards of contracts, and drafting final contracts; Performing contract administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities. Or, completed master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher-level graduate education leading to such a degree, such education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or LL.B. or J.D., if related. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
