What You Will Do

If the answer is "yes", we invite you to learn more about an opportunity to join our Foreign Immigration, Visit & Analysis (OCI-FVA) group as an Unclassified Foreign National Access Program (UFNAP) Specialist. The UFNAP team facilitates and manages processes associated with the recruitment and retention of international talent and expertise at Los Alamos National Laboratory (LANL). The team heavily focuses on compliance with DOE orders, foreign national visitor policies and procedures. The team also regularly interacts with all levels of laboratory personnel in a dynamic, fast paced environment with shifting priorities and customer needs. In this role you would provide UFNAP services to facilitate the employment and retention of international personnel and international scientific collaborations.

For this position you can expect to:

• Guide and advise laboratory personnel on the preparation and submission of foreign national visit requests in the Foreign Visit Tracking System (FVTS), perform desktop support for FVTS, and authorize badges for foreign nationals.

• Review all foreign national visit requests for completeness and compliance with UFNAP related DOE policies and procedures.

• Provide prospective foreign national visitors, employees, and guests with Laboratory badging requirements and the applicable immigration regulations and procedures they must follow during their LANL appointment.

• Semi-independently work on special projects and prepare correspondence to senior LANL leaders.

• Advise managers and other LANL personnel on UFNAP issues associated with prospective employees, current employees, and terminating employees.

• Understand and adhere to all LANL and industry regulatory guidance and governance specific to UFNAP policies and procedures. Ensures all results, processes, and final products meet quality specifications and are completed according to established requirements.

What You Need

Minimum Job Requirements:

To succeed in this role you will need to have the following qualifications:

UFNAP Experience

Knowledge of DOE orders, policies, and procedures pertaining to the UFNAP program. Experience with DOE badging processes and knowledge of the various immigration work authorization categories.

Communication Skills

Strong verbal and written communication skills to effectively liaison with all levels of staff and across different cultures. Ability to write reports, business correspondence, and procedural manuals. Demonstrated ability to provide responsive customer service to international employees, managers, and HR with professionalism, empathy, and patience.

Analytical and Problem-Solving Skills

Strong analytical/problem-solving and organizational skills and ability to multi-task with demanding timeframes. Ability to use sound judgment in responding to issues and concerns. Ability to read, analyze, and interpret DOE orders, process manuals, technical procedures, and government regulations.

Microsoft Office

Proficient with Microsoft Office, lab-wide systems, and different web applications.

Confidentiality

Ability to use discretion and maintain confidentiality.

Education/Experience:

This position typically requires a bachelor's degree and a minimum three years of related experience, or an equivalent combination of education and experience.

Desired Qualifications:

DOE Counterintelligence

Familiarity with the DOE Counterintelligence/Counterterrorism Program and knowledge of foreign intelligence service methods and of non-traditional foreign intelligence collection.

Data Analysis

Proficiency working with and parsing large data sets.

Language

Proficiency in a foreign language.

Clearance

We would prefer someone who has an active Q clearance and/or the ability to obtain those clearances expeditiously upon hire.

Work Location: The work location for this position is on-site and is located in Los Alamos, NM.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
