Los Alamos National Laboratory Retirement Programs Analyst (Benefits Analyst 3/4) in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the Benefits Analyst 3/4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Reporting to the Benefits Manager, the ideal candidate will form part of the team responsible for corporate oversight, administration, and communication of the Laboratory's retirement programs and retiree benefits. The ideal candidate will focus on plan administration, plan design, applicability of policies, educational campaigns, enrollment, and other requirements. This position also surveys market data to determine the Laboratory's competitive position in employee benefits and ensures compliance with federal and state laws.

Benefits Analyst 3 $101,700-$168,200

The retirement team aims to help employees become financially secure as they transition to retirement. This is accomplished by having competitive benefits that employees understand and can optimize.

We are looking for a candidate who:

  • Is self-motivated and a demonstrated subject matter expert in retirement programs.

  • Has prior experience with pension and/or 401(k) plan administration and knowledge of applicable laws and regulations.

  • Proactively administers programs in compliance with regulations, plan rules and policies.

  • Develops innovative techniques and standards to achieve goals.

  • Utilizes independent judgment and facts to identify potential risks and develops strategies to mitigate or solve complex issues.

  • Analyzes and recommends revisions for plan documents and policies.

  • Ensures precision and accuracy of employee and participant data.

  • Evaluates industry practices and regulations to recommend best-practices.

  • Strives for operational improvement, decreased response times, streamlined work processes, and quality customer service.

  • Experience facilitating projects and deliverables involving multiple stakeholders to ensure timely completion.

  • Assists team members with annual open enrollment and may manage special projects such as educational campaigns.

Benefits Analyst 4 $122,300 - $206,300

In addition to what was outlined at the lower level, the ideal candidate will:

  • Has prior experience with investment management and development and analysis of financial reports and data.

  • Experience in administration of retiree benefit programs.

  • Provide consultative support to research and implement best practices.

  • Has expertise in issue resolution and implementing auditing and preventative controls.

  • Collaborate with vendors to ensure contract compliance and consistent high-quality services.

  • Interpret and apply rules, policies, and regulations to unique situations.

  • Collect and analyze data to identify trends and patterns, offering insights through visual aids, and prepare reports to enable presentations, planning, and decision-making.

  • Support duties related to the Benefits and Investment Committee, including preparation of reports, agendas, materials, and support with vendor management.

What You Need

Minimum Job Requirements:

Communication & Presentation Skills

  • Experience in resolving issues related to retirement plans.

  • Experience with reviewing and interpreting plan documents, summary plan descriptions and policies to solve administrative challenges.

  • Possesses strong communication abilities, both orally and in writing.

Metrics

  • Proficient in comprehending financial and investment reports, metrics, interpreting data, and providing findings.

Technology Management

  • Experience with HR systems (i.e. Oracle, People Soft, etc.) to accurately input information and retrieve, organize, and report data.

Relationship Management

  • Demonstrates ability to thoughtfully and proactively work as part of team to support stakeholders including committees, consultants, vendors, retirees, and all levels of internal staff.

  • Ability to regularly collaborate with operations, accounting, finance, legal, and other departments for example to complete Form 5500 filings, conduct plan audits, and fulfill various deliverables.

Ethical Practice

  • Experience maintaining confidentiality and protecting Personally Identifiable Information (PII) throughout daily operations.

  • Foster a mutually respectful and inclusive work environment that is free from discrimination and harassment.

Additional Job Requirements for higher level title:

In addition to the requirements outlined above, qualification at the higher level requ i res:

  • Extensive knowledge of federal regulations and fiduciary responsibilities.

  • Prior experience with the administration and financial analysis of retiree benefit plans.

  • Vendor management experience.

  • Experience with overseeing service level agreements (SLAs), and key performance indicators (KPIs).

  • Familiarity with accounting principles and financial concepts.

  • Experience with vendor searches/benchmarking and with the procurement process.

Training/Certifications: N/A

Education/Experience at lower level : Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.

Education/Experience at higher level : Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.

Desired Qualifications:

  • Certification as an employee Benefit Specialist (CEBS), Professional in Human Resources or Project Management certification

  • Knowledge of laws and regulations such as ERISA and SECURE 2.0.

  • Experience in project and program management.

  • Knowledge of regulatory and Laboratory requirements related to compliance, governance, controls, and administrative best-practices.

  • Experience with developing and implementing continuous improvement initiatives.

  • Critical reasoning skills, with the ability to question and understand strategic initiatives.

  • Familiarity with DOE/NNSA reporting and compliance requirements

Work Environment:

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law.
