What You Will Do

The Los Alamos Substance Abuse Program and Human Reliability Program are managed by the Security Division's Personnel Assurance Group. These two teams have been developed to mitigate the risk individual workers may pose utilizing a unique set of policies and procedures.

As a Personnel Assurance Manager, reporting to the Group Leader, you will provide management and operational oversight for the Human Reliability Program. You will be responsible for the leadership and supervision of staff and tactical execution of daily operations. Additionally, you will be responsible for recruiting, mentoring, and retaining qualified staff, promoting safety, security, and quality in all operations; exercising prudent fiscal and property management; promoting teamwork within the organization, and promoting a positive work environment. As a Personnel Assurance Manager, you will participate in the achievement of organizational goals for programmatic, business, and operational excellence; and you will develop and implement policies, procedures, standards, and training in accordance with DOE Directives, NNSA Policies, and Code of Federal Regulations.

Minimum Job Requirements:

Leadership:

Thorough knowledge and experience with security and safeguards functions that may include, but are not limited to, one or more security and safeguards specialties: security, programmatic planning, vulnerability analysis, inquiry and integration, assessments, personnel security, security area management, corrective action resolution and implementation, inspections, investigations/internal inquiries, self-assessments, and risk assessments.

Collaboration:

In-depth experience developing and maintaining a cohesive team in a high-volume customer service focused security/business environment. Proven effective and positive supervisory and/or technical lead experience in Security disciplines and/or related experience.

Problem Solving:

Extensive experience and demonstrated skill in conducting research, investigating alternative solutions, and recommending solutions on problems affecting security and safeguards programs and administration. This should include identifying problem areas, investigating alternative solutions, looking at cost implications, and recommending potential solutions.

Communication:

Skill in the preparation and presentation of oral and written reports to a diverse audience including managers within and outside the organization.

Audit and Implementation:

Thorough experience in conducting security audits, inspections, self-assessments, and developing appropriate corrective actions.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years of relevant experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

Project Planning:

Excellent organizational skills for project planning, execution and management, and experience in budget preparation, execution and oversight and experience in personnel management of employees.

Laboratory Mission:

In-depth knowledge of the Laboratory mission, organizations, programs, scientific capabilities, policies, and procedures. Thorough knowledge of federal, state and local security and safeguards standards and regulations.

Clearance:

Active Q clearance.

Work Environment:

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
