Los Alamos National Laboratory Front Line Manager for Procurement Engineering Maintenance Team (Manufacturing Manager 3) in Los Alamos, New Mexico

What You Will Do

The Procurement Engineering Team under the Procurement Engineering & Acquisition Management (SCL-1) Group is seeking an energetic, customer-focused and highly experienced professional to manage a team of Procurement Engineers in support of Maintenance Projects at TA-55 and surrounding areas. The FLM will plan, manage and execute procurement-engineering efforts for assigned balance of plant projects and facility maintenance activities. The selected candidate will manage and train a dynamic workforce that performs a wide range of activities including: participation in engineering design and constructability reviews, project walk-downs, extracting data from engineering drawings and specifications, assisting with the development of material take off lists, identifying technical and quality requirements of items to be procured, assisting in the development of procurement specifications and inspection/acceptance criteria, research codes and standards, assisting in non-conformance and supplier deviation issues, presenting in IPT meetings, interacting with warehouse personnel, managing consolidated bill of materials and other related activities aimed at providing efficient and professional support to its many customers.

The Manufacturing Manager (MM) will be responsible for building a cohesive, high performing team, directing the daily work activity to meet deliverables and supervise the execution of work in alignment with the organizations' goals and objectives. The selected candidate will apply wide-ranging experience, use professional concepts and Laboratory objectives to resolve complex issues in creative and effective ways. The Manufacturing Manager is considered an expert in the procurement engineering and supply chain management field within the organization and will need to be familiar with construction and maintenance materials. The Manufacturing Manager will direct team activities to ensure materials and equipment are procured compliantly.

In addition, the selected candidate will develop processes and procedures, desktop instructions, training, and oversee forecasting for staffing plans, performance management, and employee hiring and onboarding. The Manufacturing Manager is responsible for scope, schedule, budget, quality, safety, security, and environmental compliance of the team. Work is accomplished with limited direction. The Manufacturing Manager will lead/participate in internal customer related audits and assessments and operate and maintain a high performing team in support of the Weapons Production Directorate.

What You Need

Minimum Job Requirements:

Functionality

  • Demonstrated experience and proficiency with engineering principles and basic technical responsibilities, including design and systems technology.

  • Working knowledge of and demonstrated experience managing business operations to include financial, human resources, procurement and or other related business activities and experience providing customer service.

  • Demonstrated expertise in supply chain management and resource management practices.

  • Proven ability to foster a culture that values continuous improvement, organizational learning and promotes safe and secure work.

  • Understanding and experience adhering to procurement and quality standards.

  • Demonstrated experience in developing and submitting pre-procurement and submittal evidence packages.

  • Awareness of industry, regulatory, or DOE/NNSA complex codes, standards, and criteria pertinent to the engineering discipline.

  • Demonstrated ability to work and function with a high degree of accuracy in a fast-paced environment for multiple customer organizations simultaneously.

  • Thorough knowledge and experience working with facility systems to include electrical, mechanical, fire protection, HVAC, gas systems and more.

  • Thorough knowledge with engineering technical standards to include ASTM and/or ASME standards.

  • Demonstrated ability to develop and track KPIs.

Computing/Business Systems

Above average computer skills and demonstrated proficient experience with Inventory Control, Material Tracking systems such as the SAP/People Soft/CBOM, and proficient in various software suites, including but not limited to, Microsoft Office, Word, Excel, PowerPoint and Access.

Customer Service

Exceptional customer service skills and experience providing clear, concise support and guidance to others in a dynamic and sometimes-stressful environment. Experience interacting professionally with all types of personnel, including external interfaces and executive management.

Communication

Record of effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefing, presentations, or publications. Experience communication finding and making recommendations.

Organizational Skills

Possess high attention to detail including excellent organizational skills, analytical thinking, observational skills and problem-solving skills all to include high accuracy. Proven ability to manage multiple tasks and adjust to the workings of a dynamic and cohesive fast-paced team environment.

Leadership

Demonstrated experience leading multidisciplinary teams of technical and professional staff in a highly regulated technical environment. Demonstrated experience planning, organizing, leading, and monitoring team efforts. Demonstrated experience providing continuous feedback to further develop staff and ensuring proper team and individual recognition and appreciation. Demonstrated experience proactively assisting others in achieving the organization's objectives.

Education/Experience

Position requires a Bachelor's Degree in a related field from an accredited insitution and 5 years of related experience; or an equivalent combination of education and experience directly related to the occupation.

DOE Order 426.2: Requires a BS in Engineering or related science and 4 years Nuclear experience.

Note: Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 3 of the 4 years of nuclear experience on a one-for-one time basis.

Desired Qualifications:

  • Proven ability to manage material for multiple customer organizations simultaneously.

  • Experience preparing and reviewing technical information, developing metrics and presentations.

  • Knowledge and experience applying complex, integrated and overlapping requirements for nuclear, manufacturing and/or production facilities to include buy not limited to weapon quality and nuclear safety.

  • Experience purchasing material in a nuclear facility and/or high-regulated environment.

  • Knowledge of and experience with ISO and/or NQA-1 quality programs.

  • Knowledge of practices, policies and procedures specifically relating to Conduct of Engineering, Design Change and Revision process, spare parts management and procurement.

  • Active DOE Q Clearance

  • Knowledge of industry, regulatory, or DOE/NNSA Complex specific codes and standards.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
