L V VALLEY WATER DISTRICT Process Control Analyst in Las Vegas, Nevada

POSITION: Process Control Analyst SCHEDULE: Regular, Full Time, 4/10s, Mon-Thurs, 6am-4:30pm LOCATION: Las Vegas, NV 89153 SALARY:$103,256.00 per year

MINIMUM REQUIREMENTS:

  • Graduation from a college or university with a major in computer science, mathematics, engineering or a closely related field; and
  • two years of progressively responsible experience in the design and development of real-time process control systems;
  • or an equivalent combination of training and experience.
  • A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy.
  • State of Nevada Division of Environmental Protection Distribution Operator's Grade I within 12 months of hire; Grade II, desirable.
  • Nevada State Health Division Treatment Operator I certification within 12 months of hire; Grade II, desirable.

JOB SUMMARY: Under general direction, performs a wide variety of difficult and responsible duties in the development, testing, installation and maintenance of process control systems for the treatment, transmission and distribution of water; works with operations staff to determine, document and apply process control standards and requirements to systems and devices; programs and maintains specialized hardware and field devices; and performs related duties as assigned. The ideal candidate would have 3+ years of experience working with SCADA applications as an Analyst or Engineer; have a degree in Computer Science, Engineering, or other related technology field; have experience in supporting SCADA software in a large WAN environment; have experience with Wonderware System Platform, or Emerson Ovation; have certifications, or applicable training, in networking (CCNA) and computer systems administration. The ideal candidate must be able to effectively communicate complex ideas in written and oral format to non-technical personnel and be able to work effectively in a team environment under tight deadlines on critical projects and systems with minimal supervision.

Knowledge of: Principles, methods and techniques in the design and development of process control systems and their components; principles and methods of systems analysis including business process and entity relationship analysis tools and methods; the systems development lifecycle; systems design principles and applications development methodologies and tools; programming theory and operating system capabilities and constraints applicable to the Districts process control system; relevant programming languages, including those applicable to specialized SCADA software and hardware devices including PAC/PLC programming; software development and maintenance tools and utilities; database management systems and software as they affect applications design and patching; systems integration design concepts; relational database theory, design rules and development practices; data acquisition and management principles and methods; functions, capabilities, characteristics and limitations of standard computer platforms and devices; network architecture and design concepts, including topologies, protocols, configuration, and connectivity testing and troubleshooting issues as they affect systems design; SCADA definitions, terms and standards established by ISA/IEEE; principles and practices of sound business communication; standard PC software packages, including word processing, spreadsheet, database and flowcharting.

Ability to: Perform process analyses and reach sound, logical conclusions regarding customer needs and requirements; understand and apply the analysis of functional requirements to the development of systems proposals, specifications and recommendations for efficient, cost-effective process control systems; troubleshoot, diagnose and resolve complex problems; evaluate alternatives and make sound, independent decisions within established guidelines; communicate cl arly and effectively orally and in writing; plan and conduct effective customer training programs; prepare clear, concise and accurate documentation, reports of work performed and other written materials; read, interpret, explain and apply complex technical and engineering information on processes, software and hardware for operations and field personnel; keep technical skills current to meet continuing applications development assignments; establish and maintain effective customer-focused working relationships with managers, customers, vendors, consultants, employees and others encountered in the course of work.
