Amentum Global Supply Chain Manager in Las Vegas, Nevada
The Global Supply Chain Manager (GSCM) leads a team of procurement representatives consisting of both subcontract administrators and buyers through the acquisition process of materials and services in support of a variety of programs and customers. The Supply Chain Manager is ultimately responsible to ensure all subcontract and procurement related actions are executed in accordance with Amentum’s policies and procedures. In addition, the GSCM Manager monitors team performance through KPIs and Power BI dashboards in an effort to reduce risk, reduce total cost of ownership and improve operational performance related to supply chain. Other areas of responsibility include new business and capture support, implementation and training of procurement systems, supporting program transition efforts, leading small business and vendor performance management efforts.
The Supply Chain Manager acts as liaison with program management, business operations, contracts, legal and finance. Responsible for managing a team, to include training, day-to-day direction, and performance management of assigned employees. Responsible to drive process improvements and seek opportunities for optimizing the procurement process. Responsible to ensure the quality and compliance of procurement files for their respective teams meet the GSCM standard.
Position will work on site in Las Vegas, Nevada. US citizenship is required, with an active Secret Security Clearance.
Principal Accountabilities
Direct a team of procurement and subcontract professionals.
Provide visible and effective leadership to optimize all procurement and supply chain functions within assigned area.
Develop and establish standard and integrated policies, procedures, and reporting systems to ensure team is providing effective, cost-efficient and responsive supply, procurement and transportation support.
Prepare reports, analyze data and make recommendations for improving operations. Monitor the status of all program supply systems and ensure all work is completed to quality standards.
Adhere to AMENTUM and Federal policies for the Acquisition of direct and indirect materials and services.
Benchmark service standards for each supply chain function against those of peer institutions with a view toward improving effectiveness, client satisfaction and cost.
Account for the Small Business Supplier program’s performance with regard to programs and procurement staff.
Develop and administer data driven business rhythms to measure and report the effectiveness of the team. Provide Subcontract and Consultant Agreement administration as needed.
Exercise a high degree of independent judgment within generally defined processes and procedures in selecting methods or techniques for obtaining solutions. Ensure that budget, schedules, compliance and performance requirements are met.
Influence capture strategy and Pwin with direct Capture support, or input and coordination with GSCM BD.
Lead direct reports in using of GSCM tools such as AMENTUM-Speed, Profile, Amentum MRO, and others.
Support program reviews and strategy engagements with operational customers as needed.
Conduct regular meetings with direct reports to manage communication of corporate initiatives and policy changes.
Coordinate subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions in coordination with GSCM and Program leadership.
Reviews the work of others and able to detect errors or needed modifications. Ensures work products are accurate and complete.
Direct the work of a diverse employee population assigned to the department.
Perform additional duties and projects as assigned.
Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace. Comply with AMENTUM Policy & Procedures, FAR/DFAR, and all Environmental Health & Safety and Quality Assurance requirements and goals.
Knowledge & Skills
Working knowledge of modern principles of efficient subcontracting and buying practices.
Knowledge of Federal Acquisition Regulations; experience with import/export issues.
A demonstrated commitment to sound financial management, efficiency, and the pursuit of established objectives.
Strong organizational and interpersonal skills are necessary. Ability to develop and execute effective strategies is required.
Progressive record of successful supply chain optimization, implementation of best industry practices, and change management.
Experience with CPSR audits, FAR/DFAR regulations, and complying with ACO Consent processes –desired.
Experience administering and driving improvements to Subcontract Management and Procurement metrics is required.
Program start transition support (deployed or remote) is required.
Knowledgeable of Service Contract Act (SCA) and or Davis Bacon Act (DBA).
Excellent organizational and time management skills.
Proficient written and verbal communication skills.
Strong computer skills, specifically in Microsoft Word and Excel.
Additional knowledge/skills may be required by contract or assignment.
Experience & Education
Bachelor’s Degree in Business\Supply Chain Management or associated discipline. Two years’ experience in a related field may be substituted for each year of the four-year degree requirement.
Active Secret Security Clearance is required. A higher-level clearance is also acceptable.
Ten (10) years’ experience in supply chain/procurement management or related field required, including at least three (3) years in a management capacity.
Experience in a high volume, global supply chain management environment.
Professional Certification in Supply Chain field preferred.
Experience in the support of contingency operations is preferred.
Valid US or local driver's license and US passport required.
Additional experience/education may be required by contract or assignment.
Physical Requirements/Working Environment
- Work is in normal office environment.
Travel
- Willing and able to travel throughout the United States on very short notice.
