Nature of Work
ANIMAL SHELTER PERSONNEL ARE EMPLOYEES OF THE ANIMAL SERVICE CENTER OF THE MESILLA VALLEY - NOT THE CITY OF LAS CRUCES.
Performs analytical work toassistdepartment management in resolving budget, administrative,and management issues; develops recommendations andwritesreports.
ENVIRONMENTAL FACTORS
Work is performed in a standard office environment.
PHYSICAL FACTORS
Light physical demands; mostly desk work, some lifting and carrying of files and reports. Frequent to constant use of a personal computer.
WORK SITUATION FACTORS
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.Regular attendance is an essential function of this job to ensure continuity of services.Position is subject to drug testingin accordance withapplicable State and Federal regulations and City of Las Cruces policies.
THIS IS A SAFETY SENSITIVE POSITION SUBJECT TO DRUG AND ALCOHOL TESTING IN ACCORDANCE WITH APPLICABLE STATE AND FEDERAL REGULATIONS, CITY OF LAS CRUCES AND ASCMV POLICIES. FIRST CONSIDERATION MAY BE GIVEN TO CURRENT ASCMV AND/OR CITY OF LAS CRUCES EMPLOYEES WHO MEET THE MINIMUM REQUIREMENTS.

Fulltime, regular, exempt position with the Animal Service Center of the Mesilla Valley (ASCMV).
This position is graded XN17.
Duties and Responsibilities
Monitors budget and expenditures for programs, projects, grants,and department; prepares and reviews personnel actions, agenda items, budget changesaccounting activities,and other administrative functions to assure compliance with City policies; maycoordinate grantprograms, communicate with funding agencies,and trackprogramresults and expendituresto assurecompliancewith funding agency rules; maintains project schedules and track project budgets.
Researches, organizes, compiles, summarizes and analyzes data and information forspecial projects andplanning; develops and documents recommendations; prepares and presents reports to management and other agencies; researches and analyzesoperations, workflow and work quality; provides statistical analysis of departmental practices andmethods; researches and analyzes technical transactions andoperationsto resolve questions and validate data; provides analysis on process improvement projects;may supervise administrative staff.
Analyzes trends andissues, andresolvesdepartmentalconcerns and problems; performs a wide range of technical, analytical, and general administrative duties; coordinates information and assures effective communications between departments; clarifies and reconciles funds, grants, budgets and accountingissues andprocedures; provides and explains technical and financial information to external agencies and City staff and management.
May preparegrant applications;monitors compliance with grant requirements; prepares required funding reports and reimbursements;maintainsrecords required by funding ag ncies.
May coordinate the evaluation and purchase of services, capital assets and equipment; maymanage orcoordinate specialdepartmentoperationsand technicalactivities; May develop, write, update, and verify new or existing vehicle and vendor bid specifications; research cost-effective products and services and prepare and recommend contracts with appropriate vendors; Serveas systems administrator for the divisions maintenance information system software, overseeing system maintenance, upgrades, user training and workflow.
Minimum Qualifications
Bachelor's Degree in Public or Business Administration or related field PLUS three years experience in fiscal, administrative, operations or management analysis; one year of experience in a public sector preferred. A combination of education, experience, and training may be applied in accordance with the Animal Service Center of the Mesilla Valley (ASCMV) policy.
LICENSES/CERTIFICATIONS
Valid driver's license is preferred. If applicable, position requires an acceptable driving record in accordance with the Animal Service Center of the Mesilla Valley (ASCMV) policy. Additional technical certifications and training may be required for some positions in this job class.
Knowledge, Skills, and Abilities
Knowledge of:Accounting and budget administration; principles and techniques of mathematical computations, statistical analysis; business and personal computers; spreadsheet software applications; operations management; policies and procedures; understanding of joint power agreements and working within the framework of a fiscal agent; principles of program evaluation, organizational planning, research design and analysis; principles of record keeping, case files and records management; project and grant management principles and techniques.
Skills in:Analyzing problems, identifying solutions, and recommending techniques for resolution of issues; preparing complete, comprehensive, and accurate reports; reading, understanding, and applying relevant statutes, rules, ordinances, codes, regulations, administrative orders, and other governing regulations; reviewing and maintaining files, reports and technical documentation; evaluating procedures for efficient and cost-effective management of resources; using initiative and independent judgment within established procedural guidelines.
Ability to:Prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with ASCMV employees, fiscal agent employees, and the general public.
