Collins Aerospace, an RTX Business, is seeking an experienced Sr. Program Manager to lead the Defense Red Switch Network (DRSN) modernization contract within the Protected Communication Systems / Integrated Solutions / Secure Communications organization.

The DRSN is a DoD Secure Voice, Command and Control Network providing global secured communication services for the command-and-control structure of the United States Armed Forces.

The DRSN is controlled and directed by the Joint Staff and the Office of the Secretary of Defense and maintained by the Defense Information Systems Agency (DISA). It provides multilevel secure, rapid, ad hoc, voice and voice conferencing capabilities to the National Command Authority (President and the Secretary of Defense of the United States), Joint Chiefs of Staff, the National Military Command Center (NMCC), Combatant Commanders and their command centers, warfighters, other DoD Agencies, government departments, and NATO allies.

The DRSN Modernization Program Manager will be the primary external customer contact with full responsibility, authority, and accountability for decision-making and management actions necessary for successful performance of the contract including the authority to commit the program team to courses of action, budgets, and schedules within the policies of the company.

The Program Manager is the principal internal leader responsible for meeting contractual, financial, quality, technical, and schedule requirements. The Program Manager owns the responsibility for communications with the customer, company senior leadership, project team, and functional managers.

What YOU Will Do:

  • The successful candidate will be establishing and effecting organizational and program strategy and tactical direction.

  • You will be adept at developing executable baselines, managing project risks and opportunities, setting milestones and monitoring adherence to project master plans and schedules.

  • You will manage a cross discipline team inclusive of Systems, Software and Hardware Engineers, Financial Analysts, Planners, Material Program Management, and Quality Control.

Primary Responsibilities

  • Under minimum supervision, establish the priorities for and direct the efforts of program personnel involved or to be involved on the program.

  • Fully understand and execute on all contract requirements.

  • Develop plans for executing and controlling the program, including directing preparation of procedures, budgets, schedules, design criteria, and general specifications.

  • Review project plans and procedures, and periodically institute changes as required.

  • Establish a program organizational structure with clear roles and responsibilities.

  • Direct all work required to meet the contractual obligations.

  • Foster, develop, and maintain an energetic, productive, and highly effective team.

  • Assist in resolution of differences or problems between departments or groups on assigned program.

  • Anticipate and avoid or minimize potential problems by maintaining current knowledge of overall program status.

  • Develop clear written strategy guidelines for all major problems with clear definitions of responsibilities and restraints.

  • Monitor program activities for compliance with company purpose and philosophy and general company policies.

  • Interpret, communicate, and require compliance with the contract, the approved plan, project procedures, and directives of the customer.

  • Closely monitor program activities for conformity to contract scope provisions.

  • Establish change notice procedures to evaluate and communicate scope changes.

  • Control and manage the successful execution of the project within costs, schedule, and quality parameters.

  • Prepare and present internal and external executive-level briefs and Gate Reviews detailing program plans, progress reports, and risks/opportunities.

  • Maintain effective communications with the customer, company leadership, and all functional organizations performing the program work.

Qualifications You Must Have:

  • Must have a minimum Ten (10) or more years relevant work experience, with experience managing or leading a product development project.

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

  • Experience managing within an Earned Value Management system.

  • Demonstrated ability to develop high performing teams.

  • Experience related to product development and security certification.

  • Prior experience in a customer-facing program leadership role.

  • Demonstrated ability to effectively communicate with customers, company leadership, functional management, and program team members at all levels in the organization

  • The ability to obtain and maintain a U.S. government issued TS security clearance SCI Eligible is required

  • U.S. citizenship is required , as only U.S. citizens are eligible for a security clearance

  • Must have or be capable of obtaining a US Department of Defense (DoD) security clearance . Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements

    Qualifications We Prefer:

  • Specific experience with certification projects.

  • Demonstrated ability to effectively communicate with customers, company leadership, functional management, and program team members at all levels in the organization.

  • Must have working knowledge of DoD Contracting and Federal regulations and requirements.

  • Prior experience as a Systems Engineer, Systems Engineering Lead, and/or Chief Engineer.

  • RTX Level 4 PM Certification, PMI Project Management Professional Certification, or equivalent.

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
