About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Responsibilities Plan, manage, and direct the district's overall resource management program including financial management, budget management, manpower management, and manpower analysis. Supervise and direct subordinate financial professionals. Assures development and/or application of correct approaches and resolving program deficiencies. Provide authoritative information regarding financial and other resource management matters to higher officials. Contribute financial data for policy and decision-making sessions. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for the position based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is described as managing an overall Resource Management Program; planning budget and manpower requirements; supervising subordinate financial management professionals; acting in authority to interpret all resource management laws/regulations; and assigning work to subordinates to ensure mission success. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Leadership Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). All qualification requirements must be met within 30 days of the closing date of this announcement. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of two years. Time-limited reassignments and changes to lower grade may exceed two years; however, return rights may be impacted. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
