Position Profile
The Technical Services Manager will form part of the CBRE management team within the current sitestructure. This team will support the Clients facilities team. He/she is responsible for the day-to-dayrunningoftheTechnicalServiceselement of the facility management contract. He/she will beresponsible for the management of the on-site technical team together with the management of thevarious sub-contractors. He/she will assist the site operation manager with the preparation of monthlyoperation and financial reports and yearly budgets. He/she will provide technical support to thefacilities team.The Technical Services Manager will also provide regional technical support to otherlocations to ensure technical knowledge sharing & standardized approaches to technical processes &activities
Job Responsibilities
TheTechnicalServicesManagerwillberesponsibleforthefollowing:
Provide technical support to other locations within the regional Service Managers operationalcontrol, to ensure good engineering practice and consistent approaches to technical systemsand processes.
ActasadvocatesandSME’sfornewtechnicalsystemsandprocessestoensuretheireffectiveuse across the EMEA region.
Manage the on site technical team to ensure all hard services are delivered to clients needsandin accordance with industry best practice.
Provide strong leadership relating to the delivery of all technical services required to supportthedelivery of effective facilities services.
Responsibilityforalldaytodaymanagement,control,coordination,executionofalloperations(either self performed by CBREor third party supplier).
Prepareand manageoperational budgetsfor thedelivery oftechnical serviceswithin budget.
Ensure that all plant & equipment meets existing & upcoming legislation, that all equipmentismaintained in accordancewith best practices and/ormanufacturers recommendations.
Set up and manage SLA’s for all plant and equipment with third party suppliers. PrepareRFQ’s, contracts (to include KPI’s) and ensure performance reviews are carried out on aregular basis.
Review technical designs & identify deficiencies that may have a negative impact on thedeliveryof the facilities function.
Represent client during the project lifecycle from concept design to handover. Prepare snaglistsfor close out by the project managers.
Ensure effective execution of FM/PM project integration process. to enable effective deliveryandhandover of projects, to meet client requirements for the spaces.
Review existing plant and equipment to identify where improvements can reduce operationalcosts and increase energy efficiency. Identify equipment that does not meet existing orupcomingstatutory, Healthand Safetyor environmentalregulations.
Identify critical spare parts that need to be available at all times, either stocked on site oravailablefrom strategic suppliers
Ensure all documentation relating to the delivery of the facilities function is reviewed andupdated on a regular basis. Implement a change control process to capture alterations andadditions to existing plant and equipment.
Resolveissuesescalatedthroughtheagreedprocess.Ensureissuesareinvestigated,closedoutand signed off.
Prepareoperationalproceduresforplantandequipmenttoincludestartup/shutdown,emergencyshutdown, operational running conditions,safety interlocks etc.
Haveastronggroundinginallengineeringdisciplinesspecificallyelectrical,mechanical,controlsand HVAC
Producesuitable periodic and ad hocinformative reports as requested.
2ndline management of HR issues i.e.ensuring company policies are fully implemented
Ensurealloperationshavebeenriskassessedandactionsidentified,implemented.Carryoutregularsafety auditsof buildings, plantrooms androof areas. Reviewmethod statements,
MSDS’s&ensurerelevantpermitstowork areissuedpriortoworkcommencing.
Carryoutperformance reviewsfor CBREstaffand putin placerelevant trainingplans.
Qualifications / Experience
Qualifiedinmechanical/electricaldisciplinetoaminimumofdegreelevelorequivalentandaminimum of at least 10 years relevant experience in an FM or technical building servicesmaintenance position.
GoodCommunication&leadershipskillstoeffectivelymotivate&managestaff.
VerygoodIT/computerskillsincludinganunderstandingofBMS,Lifesafety&CMMSsystems.
Strongbackground in managing third party suppliers
FamiliarwithQualityandSafetysystemssuchasISO9001,OHSAS18001andISO14001
Experienceindevelopingandcontrollingoperationalbudgets
